Description

The Special Programs Division of the Prince George's County Department of Parks and Recreation, of the Maryland-National Capital Park and Planning Commission, is seeking a Recreation Park Facility Manager III to oversee operations of a multi-functional senior activity center and rental property located in Laurel Maryland.


Under general direction, manages the day-to-day facility operations of the Laurel-Beltsville Senior Activity Center. The primary responsibilities of this position include staff supervision; facility management and operations of the senior center and rental facility, program administration to include the implementation of comprehensive, innovative and diverse programming for seniors 60 & better; fiscal management of program budgets; coordination of marketing efforts; and providing exceptional customer service.

This position requires regular exercise of independent judgment and performance of duties within policy guidelines. Also required is the development of successful business strategies and methodologies to achieve optimum program operations. Weekends and evenings may be required and part of the regularly scheduled workweek. Performs other related duties as assigned.

Examples of Important Duties

  • Manages overall day-to-day facility operations of the senior activity center and rental facility. Helps develop and implement long term goals and operational procedures.

  • Develops and manages a variety of specialized recreational programs for seniors and rental events (i.e., weddings, parties, corporate events). Defines goals and objectives. Sets program standards and regularly evaluates programs. Plans and evaluates programs. Meets with citizens, community groups, and business groups/partners to identify needs, plan programs and answer questions about facility programs. Investigates and resolves complaints involving highly sensitive issues and problems.

  • Supervises the maintenance team and coordinates the maintenance and repairs of the facilities and grounds, and ensures they are promptly addressed with minimal disruption to facility programs or schedules.

  • Manages facility records and reports in accordance with Commission policies and procedures. Prepares and maintains a variety of administrative records of the facilities such as revenue and expenses, inventory of supplies and equipment, timecards, rentals, facility maintenance and attendance.

  • Supervises processing and maintenance of a variety of administrative records to include payroll, employee records and timecards, cash reports, asset and equipment inventory, rental permits, financial spreadsheets and monthly revenue reports. Reviews and approves client correspondence, contracts, cancellations and refunds promptly.

  • Designs and develops marketing strategies in conjunction with marketing staff to publicize facility services and promote attendance; provides community outreach in coordinating and advertising programs to market facility services and promote attendance. Oversees the management and updates of facility webpage for timely and accurate information of programs, classes, events, services and hours of operation.

  • Manages and coordinates operating budget which includes revenue-producing programs and rentals. Prepares annual budget request for facility. Controls expenditures in accordance with the approved budget. Oversees preparation and submission of cash management records and reports. Procures equipment and merchandise. Solicits bids and price quotes from vendors and contractors. Selects best offer and initiates purchase requisitions and check requests.

  • Supervises four (4) full-time and 30 part-time staff. Initiates or recommends official personnel actions such as recruitment, selection and transfer; trains and develops staff and ensures staff training and development are provided; mentors and coaches; counsels or disciplines; approves or disapproves leave; ensures adherence to equal employment opportunity (EEO) requirements and pertinent Commission policies and procedures; establishes and communicates objectives and expectations; and evaluates performance. Plans, schedules, and assigns work. Ensures all staff receive various training (CPR/First Aid; customer service, etc.)

  • Manages customer service activities of the facilities. Sets a positive example for employees ensuring customers are treated in a prompt, professional, and respectful manner. Sets a productive and positive employee work culture.

  • Conducts research and exchanges information with other facilities; attends professional seminars to identify new programs, methods and equipment which might be useful. Conducts surveys to identify new programs, equipment or methods; develops programs based upon research and information gathered.

  • Participates in major maintenance and capital improvement projects (CIP) in facility planning, design, and operational development projects. Responsible for projecting major maintenance and CIP needs for their assigned facilities.

Minimum Qualifications

  • Bachelor’s Degree in Parks Management, Recreation Management, Facilities Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
  • Four (4) years of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, equestrian, tennis, aquatics, gymnastics, ice rinks); including two (2) years as a facility manager, program coordinator or supervisor.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Valid driver’s license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  • Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics, Childcare).
  • Pass Commission medical exam.

Working Conditions: Works inside and outside an assigned facility which may operate seven days per week. May work extended hours, evenings, and weekends. On-call to respond to emergency situations as required. Requires regular contact and exchange of information with internal staff and the public. Responds to complaints from the public. Attends meeting and programs at various facilities. Occasionally may be required to lift equipment and other items weighting up to 49 pounds.
