SUMMARY: With supervision, acts as a resource and coach to supervisors and employees in the administration and implementation of Human Resources programs and practices. Plans and coordinates human resource management activities in Recruitment (paid and non-paid staff), HR policies and Performance Management. Provides the necessary analysis and trends to the HR Director. Recognized expertise particularly in staffing and employee relations.
ACCOUNTABILITIES:
Essential Functions:
Staffing:
1. Partners with supervisors to identify staffing needs. Participates in supervisor meetings to identify future needs for work area.
2. Manages the employment process including sourcing of qualified candidates (paid or unpaid), recruiting and identifying qualified candidates. Provides hiring supervisors with candidates meeting job requirements.
3. Coordinates selection process with supervisors and completes reference checks for selected candidates.
4. Processes new employees and volunteers including criminal background checks, employment letters, new hire paperwork, drug screen and ID badge which requires the ability to accurately prepare written communications using proper format, punctuation, spelling and grammar.
5. Maintains job posting system.
6. Manages applicant tracking process including disposition of candidates and notifications to applicants/candidates.
7. Manages volunteer program and volunteer recognition programs.
Employee Relations:
1. Works with supervisors and employees in the resolution of employee relations issues, including performance, disciplinary and other work-related issues.
2. Attends work group meetings to partner with supervisor and employees and to provide support for supervisor and employees. Provides information as appropriate.
3. Conducts continuing reviews of all personnel policies, programs and practices and prepares revisions to policies, programs and practices as necessary.
4. Conducts position analysis and prepares edits and updates position descriptions.
5. Provides consulting expertise to supervisors/directors in the administration of employee job titles, salary grades, salaries, transfers, promotions, etc. Ensures equity across employee groups.
6. Prepares and updates reports for government compliance.
CONDITIONS:
Equipment Used: Computer (Dell compatible systems using Windows), multi-line telephone, copy machine, calculator, book binder, FAX machine, Laminator, scanner, printers, and transcriber.
Performance Standard: Must fully comply with all employment related laws, regulations and standards, and all school standards regarding human resource policies and procedures.
Work Environment: Multiple indoor environments around campus with a variety of sound, lighting and temperature conditions.
Work Schedule: 37 1/2 daytime hours, Monday through Friday with daily 1 hour unpaid lunch; flextime scheduling is required to accommodate off-hour duties. Position follows a twelve-month schedule.
Requirements:REQUIREMENTS:
1. Comprehensive knowledge of HR and personnel practices and principles, all applicable labor, pay, benefits, health and safety laws and regulations.
2. Comprehensive knowledge of recruiting techniques and employment policies and procedures, including all applicable EEO and ADA regulations.
3. Excellent planning, time management, decision making, presentation, organization and interpersonal skills.
4. Excellent communication skills, both verbally and in writing.
5. Evidence of the practice of a high level of confidentiality.
6. General knowledge in PC, word processing, spreadsheet and database programs.
QUALIFICATIONS:
1. Bachelor’s degree or equivalent in Human Resources or related field.
2. Five plus years of progressive leadership experience in Human Resources positions.
3. Training in employment law, benefits, compensation, employee relations, recruitment and selection.
4. Professional in Human Resources (PHR) certification preferred.
