About the New Jersey Family Planning League :

The New Jersey Family Planning League (NJFPL) is committed to providing access to quality family planning (FP) and related reproductive and preventative health services for all New Jerseyans who need them. NJFPL is a direct grantee for the federal Title X and New Jersey Department of Health (NJDOH) family planning and STD services grants. As a funding intermediary and network leader, we use this funding to support 19 agencies that operate 65 health centers across all 21 counties in New Jersey. The agencies in NJFPLs network include Federally Qualified Health Centers (FQHCs), Planned Parenthood affiliates, hospital-based ambulatory health centers, and other non-profit family planning and abortion care service providers and a university-based academic health center that collectively serve over 155,000 people in NJ. In addition to funding and grants management support, NJFPL provides funded agencies with training, technical assistance, policy and regulatory analysis, and strategic planning guidance.

Position Summary :

Reporting to the Program Director, the Program Manager is primarily responsible for management and execution of activities related to NJFPLs NJ Department of Health and Federal Title X funded family planning and STD services grants, as well as participating in monitoring the performance and compliance of the sub-recipients.

The ideal candidate will have demonstrated knowledge of health disparities and social determinants of health, inclusive of sexual and reproductive health issues through the lifespan, across impacted communities, and an interest in issues related to sexual and reproductive health, including improving access to a full range of family planning healthcare services, contraceptives, and improving maternal and infant health outcomes. Experience in family planning and / or Title X service delivery in analyzing and interpreting reproductive health data is highly desirable.

Essential Functions :

  • Manage data quality, data measurement, and continuous quality improvement projects and initiatives for the department. Responsible for compiling data reports and analyzing trends for NJFPL progress reports, training, and ongoing TA.
  • Responsible for identifying and reporting data trends and monitoring reporting deadlines related to NJFPLs state and federal Title X grant activities and deliverables progress.
  • Serve as the principal contact for a portfolio of subrecipient provider agencies located in the Northern region of NJ. Build a rapport with sub-recipient agency staff, maintain ongoing communication, and respond to agency requests for trainings and technical assistance.
  • Maintain awareness of current NJ State funding and Title X requirements, family planning best practices and major changes in recommended standards of care, contraception, STD and other aspects of sexual health, Medicaid, Plan First and state health insurance exchange.
  • Coordinate aspects of sub-recipient progress reporting to NJFPL including workplan deliverables and quarterly family planning data reporting.
  • Review narrative reports and data for trends, to identify model practices, areas of growth or needs for improvement or technical assistance (TA).

Knowledge, Skills, and Abilities :

  • Demonstrated knowledge of health disparities and social determinants of health, inclusive of sexual and reproductive health issues and issues through the lifespan, across impacted communities.
  • Interest in issues related to sexual and reproductive health, including improving access to a full range of family planning healthcare services and contraceptives, and improving maternal and infant health outcomes. Prior experience preferred.
  • Knowledge and experience collaborating with diverse communities with cultural humanity and responsibility.
  • Flexible and open to changing priorities and managing multiple tasks effectively within a compressed timeframe.
  • Experience with or knowledge of electronic health record systems preferred.
  • Commitment to improving access to family planning services, health equity and supporting a sexual and reproductive justice framework.
  • Education and Experience :

  • Graduation from an accredited college with a Bachelors degree.
  • Minimum of (3) years experience having responsibility for analyzing, monitoring, maintaining, or implementing programmatic service delivery
  • Experience with provision of sexual and reproductive health services and / or analyzing and interpreting reproductive health data.
  • Experience with data management and analysis for government grants and program monitoring.
  • Strong understanding of data collection, management, analysis, and quality assurance processes.
  • Ability to identify, analyze and solve problems using a data driven approach and effectively communicate program outcomes and data trends to internal and external colleagues and stakeholders.
  • Special Note : Consideration will be given to candidates who have experience in family planning or Title X service delivery development and monitoring and who have knowledge and familiarity with NJFPL approach and populations served.
