This position is in the Bureau of Treatment Services within the Division of Addiction Treatment and Recovery. Duties include, but are not limited to the following:
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Permanent Qualifications
Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist Trainee 1 through NYS HELPS Program:
Trainee 1: A bachelor’s degree or higher.
Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.
Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.

The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer. Duties Description
This position is in the Bureau of Treatment Services within the Division of Addiction Treatment and Recovery. Duties include, but are not limited to the following:
- Collaborate with Division staff, Regional Office, and internal/external stakeholders to enhance the youth/young adult treatment system and provision of integrated outpatient services in New York State.
- Assist in the coordination and oversight of initiatives related to the advancement of youth/young adult services throughout the State.
- Provide technical assistance to youth/young adult treatment providers, including OCFS and programs certified by OASAS.
- Collaborate with the Division of Quality Assurance and Performance Improvement on provider concerns.
- Develop, implement, and maintain specialty designations and related guidance materials.
- Assist with the oversight of residential conversion from Part 819 to Part 820.
- Ensure service delivery models and cross-agency initiatives are delivered in accordance with OASAS regulatory and clinical standards.
- Initiate and maintain on-going communication, conference calls, site visits, and workgroups; ensure OASAS’ views are accurately represented.
- Participate in intra- and inter-agency work groups.
- Other relevant duties as assigned.

- Candidates will serve a two-year traineeship leading to an Addictions Program Specialist 1, SG-18.
