AGENCY OVERVIEW
The Open Door, Inc. (TOD) is a Pittsburgh-based nonprofit dedicated to providing
supportive housing and social services to individuals living with HIV and chronic
homelessness. Through a housing first and harm reduction model, TOD serves high-
risk populations with low-barrier housing programs, non-medical case management,
peer-led service coordination, and a representative payee program.
JOB SUMMARY
The Program Supervisor is responsible for overseeing the daily operations of TOD’s
harm reduction programs, with a primary focus on the SURE grant. This role ensures
the effective delivery of services aligned with the organization’s mission through staff
supervision, case management, program planning, evaluation, and community
outreach.
The Program Supervisor will directly supervise the Case Manager and Housing
Engagement Specialist, while collaborating with staff to manage a shared caseload of
program participants. Participants may be enrolled in TOD’s rapid rehousing program,
the SURE Housing Initiative, or reside in the agency-owned 14-unit residential building.
Additionally, the Program Supervisor will provide direct, client-centered, non-medical
case management focused on housing stability. Responsibilities include:
Meeting with assigned participants at least once per month
Assisting participants with goal setting and implementation
Ensuring timely documentation and data collection
Supporting participants in securing and maintaining safe, stable housing
Confidentiality and informed consent must be upheld at all times. This role requires a
strong commitment to Housing First and harm reduction principles in alignment with
TOD’s mission.
CORE DUTIES & RESPONSIBILITIES
Supervise and support program staff, providing ongoing training, mentorship, and
performance evaluations
Foster a collaborative, inclusive work environment that promotes professional
growth and team cohesion
Ensure staff adhere to best practices in harm reduction and client-centered care
Prepare regular reports on program activities and outcomes for internal and
external stakeholders
Maintain accurate, up-to-date participant case files to ensure compliance with
organizational, state, federal, and grant regulations
Complete timely and accurate documentation, including daily case notes and
monthly reports
Provide crisis intervention, non-clinical counseling, and support to participants as
needed
Monitor program performance, track outcomes, and make data-driven decisions
to enhance service delivery
Build and maintain relationships with community partners, healthcare providers,
and other stakeholders
Represent TOD at community meetings, conferences, and public forums
Meet the agency’s annual 40-hour training requirement
Participate in team meetings and organizational events as required
Perform other duties as needed to support the mission of TOD
MINIMUM QUALIFICATIONS
Bachelor’s degree in social work, human services, psychology, or a related field
Proficiency in Microsoft Suite and internet navigation
Self-starter with strong organizational, time management, and communication
skills (written and oral)
Ability to work with diverse populations with respect, dignity, and sensitivity,
including:
o People living with HIV/AIDS
o Individuals experiencing mental health disorders
o People who use substances
o Individuals transitioning from chronic homelessness
Willingness to learn and adhere to harm reduction, Housing First, cultural
humility, and trauma-informed care principles
Reliable vehicle for travel throughout Pittsburgh and surrounding counties
PREFERRED QUALIFICATIONS
Previous supervisory experience working in human services
Personal and/or professional knowledge of harm reduction, Housing First, and
trauma-informed care
Familiarity with activity-tracking (notetaking) software
Experience working in:
o Housing/homelessness services
o HIV/AIDS care
o Substance use and mental health services
Knowledge of health and human service resources in the Greater Pittsburgh area
