The Director of Enterprise Payroll Services is responsible for development and execution of strategic plans and objectives for payroll functions across the enterprise, direction of payroll processes, and compliance with applicable laws, regulations, and collective bargaining agreements.
Primary Objectives
- Establish, implement, and monitor enterprise-wide payroll strategy, objectives, and processes.
- Organize and oversee planning, communication, and marketing of payroll functions and related services.
- Direct, coordinate, and evaluate activities of corporate payroll team and employees engaged in collecting and recording hours of work, processing time records, compiling payroll statistics, maintaining payroll control records, and calculating payroll for domestic and international employees.
- Ensure payroll processes, documentation, and systems are in compliance with applicable policies, regulations, laws, and collective bargaining agreements.
- Develop, direct, and review tasks, workflows, and processes necessary to accomplish the organization's payroll processing, timekeeping, compliance, and data management objectives.
- Coordinate and manage the establishment and development of inter-departmental and business unit payroll-related workflows to ensure efficient and accurate reporting and processing.
- Direct and perform timely, accurate, and efficient preparation of related government reports, tax filings, audit materials, and information requests.
- Establish, monitor, and evaluate quality and audit protocols to ensure consistent accuracy, compliance and timely execution of processing, reporting, handling of confidential data, recordkeeping, and retention policies.
- Manage coordination of systems, records, and processes to develop and support enterprise and business unit financial and operational reporting and data requirements.
- Partner with business unit leadership teams, audit partners, vendors, and agency representatives to provide related Payroll reporting and data.
- Drive payroll and timekeeping implementation and change management projects from planning to execution. Provide guidance regarding resources, controls, and adjacent process review.
- Research, recommend, and lead initiatives involving payroll, timekeeping, and related reporting through business process evaluation, establishment of well-controlled workflows, and documented execution.
- Develop and maintain effective relationships with internal and external auditors and state and federal agencies.
- Monitor payroll activities, reporting, and corrective action plans to ensure consistent adherence with company objectives, policies, procedures, and guidelines.
- Research, recommend, prepare, and distribute formal payroll and timekeeping policies and related processing documentation.
- Drive continuous improvement initiatives and regularly review and optimize procedures to improve efficiency and accuracy of payroll operations.
- Prepare and manage multi-year budgets for Payroll operations.
- Coordinate cross-functional workflows and actively support initiatives involving Human Resources and Finance teams and related services.
- Direct, lead, guide, and develop payroll team to drive performance, quality, productivity, and team satisfaction.
- Other duties as assigned.

Education
- Bachelor's degree in business or related subject area or equivalent combination of coursework and experience.
- Certified Payroll Professional (CPP) certification strongly preferred
- 8 years' managing multi-state, full-service corporate payroll functions
- 5 years' management experience with direct responsibility for managing staff and budgets required
- Experience in a multi-union environment strongly preferred
- Experience managing multi-entity, multi-cycle payrolls strongly preferred
- Experience processing payroll with Ultimate Kronos Group (UKG)/Workforce Management (MyTime) preferred
- Demonstrated expertise and knowledge of federal and state laws pertaining to payroll execution, wage and hour records, taxation, and related reporting requirements.
- Ability to interpret and evaluate payroll, timekeeping, and related provisions of collective bargaining agreements and establish conforming processes.
- Detailed knowledge and understanding of current best practices relating to multi-state payroll processing, audit, controls, documentation, and transaction authorization.
- Strong financial acumen and with the ability develop and manage multi-year budgets and projections.
- Strong understanding of payroll business processes, accounting, and cash management practices with the ability to follow and reconcile transactions to the General Ledger.
- Strong leadership skills with demonstrated ability to motivate others, resolve conflicts, influence decisions, and lead by example.
- Detail-oriented and deadline driven with strong organizational skills
- Advanced proficiency with enterprise payroll/HRIS software systems and reporting.
- Proven track record of successfully managing multiple projects and initiatives
- Familiarity with employee benefit program payroll requirements, including qualified retirement, cafeteria/section 125 plans, and related limits, tax implications and reporting requirements.
- Strong communication skills with the ability to effectively communicate with all employee populations including union representatives, management teams, and Executives as needed.
- Proficiency with Microsoft Office software at the following levels: * Excel: Advanced proficiency * Word, PowerPoint, Access, Outlook: Basic to intermediate proficiency

The salary range listed is based on the geographic zone associated with this role: San Rafael, CA. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.
Zone 1: $160,000 - $190,000

This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
