JOB SUMMARY:
Jefferson County Water Reclamation Facility Superintendents are responsible for directing the operations of a medium-sized water reclamation facility, wastewater treatment plant, and/or associated lift stations and package plants in compliance with environmental federal and state regulations. Incumbents in this job class supervise and train subordinate staff and coordinate the work of all employees involved in maintaining and operating the plant and the plant laboratory. They also prepare and monitor departmental budgets, oversee maintenance activities and communicate verbally and in writing with various federal, state, and local agencies. Work is primarily performed at a water reclamation facility.

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
- Driver's license.
- Possession of an active Wastewater Class IV ADEM Certification.
- Experience supervising, assigning, and reviewing the performance of other managers/supervisors in the water industry (e.g., wastewater treatment plants, water treatment plants, industrial pre-treatment plants, water industry engineering/design).
- Experience providing training to employees on wastewater treatment facility operations and regulatory requirements.
- Experience preparing and managing a budget to include interfacing with suppliers, making purchasing decisions, and producing budget reports.
- Experience managing or assisting in managing a Class III or Class IV wastewater treatment facility to include all of the following activities: certifying or verifying the accuracy of regulatory reports; setting control parameters for treatment processes; developing standard operating procedures; developing maintenance plans; meeting NPDES permit requirements.
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Jefferson County. These qualifications may be considered by the county when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
- Five (5) years of experience supervising in a wastewater treatment facility.
TYPICAL JOB DUTIES:
- Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
- Communicates verbally and in writing with various federal, state, and local agencies, departmental staff and contractors to ensure compliance with federal guidelines within the state.
- Performs detailed inspections of the flow and the operating equipment to ensure proper functioning of Water Reclamation Facility services.
- Oversees the maintenance of WRF grounds, buildings, and equipment inventory such as spare parts, lubricants, custodial, lab, and office supplies in order to ensure plant operations are uninterrupted.
- Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
- Manages the Water Reclamation Facility through monitoring, evaluating and adjusting facility operations to ensure compliance with federal guidelines within the state permit.
PHYSICAL DEMANDS:
Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. The job may require moderate physical activity including climbing, stooping, bending, twisting, crouching, crawling and performing general labor activities. Job may also involve lifting of items or objects weighing more than 50 lbs.
WORK ENVIRONMENT:
Work is primarily performed at a water reclamation/wastewater treatment facility. Incumbents in the position may be required to work in an open vehicle or equipment (e.g., tractor), in confined spaces, in a laboratory, and be required to wear protective or safety equipment such as safety shoes, safety belts, glasses, gloves, hard hats or live jackets. Work may involve exposure to biological and/or chemical hazards and hazardous work conditions (e.g., working in and around traffic, construction zones, heavy equipment). Job may also require exposure to inclement weather when working outdoors (e.g., extreme heat, cold, rain snow, wind, etc.).
