What are the responsibilities and job description for the General Manager, Health and Safety Compliance position at The Port of Virginia?
The Port of Virginia – Virginia International Terminals is seeking a General Manager, Health and Safety Compliance that is responsible for providing Health and Safety (H&S) leadership to all persons who enter the Port of Virginia (POV) for the purpose of establishing a workplace that protects all terminal patrons, as well as to promote financial, regulatory, and brand excellence. This position reports to the Vice President, Health and Safety and is responsible, once certified and assigned, to accomplish the below listed processes.
- Provide leadership on Health and Safety matters to all external stakeholders to include the motor carrier community, International Longshoreman's Association, Hampton Roads shipping association, Signal Mutual insurance company, Virginia Port Authority Board of Commissioners, OSHA, and the USCG.
- Provide leadership to ensure regulatory compliance within the Port of Virginia Maintenance enterprise.
- Provide leadership to achieve compliance by terminal patrons with the POV Operational Standards, Terminal Safety Excellence Program, POV maintenance procedures, and regulatory compliance obligations.
- Provide expertise to ensure that sound Health & Safety control methodologies are integrated into Management of Change (MOC) actions, Health and Safety review of capital projects, Health and Safety review of Non-Standard events, and participation in process hazard assessments.

Maintain overall responsibility for:
- POV Electrical Safety Program
- Control of Hazardous Energy Program
- POV Fall Prevention Program
- POV Confined Space Program
- POV Respiratory Program
- Resolution and tracking of POV Hazards
- Host and provide leadership during Federal Safety Inspections.
- Complete training courses and/or demonstrate proficiency in Principles of Occupational Safety & Health Certificate (National Safety Council), Kone Cranes R2, Advanced Rigging & Rigging Inspection, Fall Protection Competent Person, Kone Cranes Mobile Elevating Work Platforms (MEWPs), and the Advanced Safety Management Methods and Influential Leadership Skills course by the American Society of Safety Professionals.
- Complete the POV H&S professional education requirements, which includes the BCSP Certified Safety Professional certification within 2 years.
- Accomplish Response Duty as a qualified and certified lead investigator for industrial mishaps that include injury, equipment damage, cargo damage, property damage, leaking hazardous shipping containers, leaking nonhazardous shipping containers, and petroleum spills. Perform this duty as a member of the H&S team M-F and independently after regular duty hours and on weekends for all POV facilities one week per month.
- Ensure compliance with all security, safety and environmental regulations and policies within the work area at all times. This includes properly addressing issues through action or elevating concerns.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree.
- Extensive Knowledge of OSHA regulations, especially in industrial/marine environments.
- Must possess experience in developing sound recommendations, decisions, and project plans with minimum supervision as well as posses interpersonal skills (training/presentation, team collaboration, and communication) with the ability to influence others.
- Must be able to travel between terminals and facilities to investigate incidents, leaking containers, and petroleum spills. This include climbing Ship-to-Shore cranes, climbing straddle carriers, boarding vessels, working in all parts of the rail operations area, working with employees on all areas of the dock, working with motor carriers and equipment operators in the transfer zones, and working in all areas of the maintenance facilities.
- This position requires the ability to lift 50lbs to move H&S supplies for up to 2 hours in a day.
- Ability to participate in the full range of Health and Safety drills such as, but not limited to fall rescue, water rescue, and terminal evacuation.
- Must be able to work any shift assigned in a 24 hour period, 7 days a week, including nights, weekends and holidays, as well as a rotating on-call schedule and must be available, when on-call, to respond to incidents within 45 minutes or less.
Preferred Qualifications
- Law School graduate.
- Experience as an OSHA Area Director or OSHA compliance officer.
- Experience with health and safety compliance in a Marine Cargo Terminal environment.
