Our paid time off accruals for annual and sick leave are as followed: 0-3 years of service = 2 hours of annual & sick per 40 hours worked; 3-9 years of service = 3 hours of annual & sick per 40 hours worked; 10 years or more of service = 4 hours of annual & sick per 40 hours worked. Plus, you get 16 hours of personal time per calendar year (prorated based on your start date, resets every Jan.1). We also have Bereavement, Longevity, Fitness, and maternity/paternity leave.

Contractual employees receive 40 hours of contractual management leave on top of regular accruals of annual and sick leave.

Position Summary:

Under the supervision of Tribal Administration, responsible for the management, coordination, and administration of all Tribal Government services as the Utility Authority, which include Wastewater Treatment, Water Treatment, and Fresh Water. Supervise, assign, and direct a staff of professional, paraprofessional, engineering and clerical support in the design, planning, inspection and contract administration for Utilities construction and operation.


Essential Duties and Responsibilities:

  • Establish divisional operating policies and procedures, goals, and objectives, and analyzes and recommends changes through reports and conferences with department head personnel.
  • Confer with Managers and Supervisors of Wastewater Treatment, Water Treatment, and Fresh Water, to devise and recommend coordination of construction, janitorial and preventive maintenance projects for residential, commercial endeavors, and government operations.
  • Direct, supervise, and may participate in the survey work, property preparation of design drawings, specifications, inspection, estimated costs and contracts for Tribal projects for the Isabella and Saganing areas.
  • Meet with and maintains positive relations with outside governments including Federal, State and Local Units to further the Goals and Objectives set forth by Tribal Administration.
  • Participate in Negotiation agreements for all tribal government utility needs as not all growth is on Trust lands.
  • Coordinate with the appropriate regulatory agencies to assure compliance in all tribal operations treatment plants.
  • Member of the Tribal Emergency Response team.
  • Cover the EOC in the event of an emergency as directed by council resolution.
  • Prepare and maintain departmental and program operational budgets as well as integrating proposed division budgets to be submitted to the Tribal Administrator for review.
  • Meet with other tribal departmental personnel, contractors, architects and engineers to integrate and coordinate proposed Tribal construction and maintenance projects.
  • Submit progress reports to Tribal Administration on utility projects, development of long and short-range work program, and special assessment programs as well as coordinated finalized division reports.
  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Minimum Qualifications:

  • Associate’s Degree in Management, Trade, or related field.
  • Seven years progressive experience with public administration, municipal services, or utilities. Three years in a supervisory capacity.
  • An equivalent combination of education and directly related experience may be considered.
  • Excellent computer and strong communication skills both verbal and written.
  • Experience in effectively planning, organizing, and directing employees toward desired results.
  • Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.

Desired Qualifications:

  • Bachelor’s degree in Management, Construction, Engineering, Utilities or related field.
  • Construction experience.
  • Professional certification or trade license.

License, Certification, or Special Requirements:

  • Must have a valid Michigan Driver’s License and must be able to obtain and maintain a Tribal Driver’s License and qualify for coverage by SCIT auto liability insurance carrier.
  • Native American preference shall apply to all positions.

Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of the principles and practices of waterworks and sewer systems, including budgeting, program planning and development, employee supervision and training.
  • Knowledge of electric distribution.
  • Knowledge of workplace safety requirements and practices.
  • Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access and PowerPoint.
  • Skill in preparation of project time lines and staffing plans.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Skill in providing leadership to, supervising, training, and evaluating assigned staff.
  • Skilled in water/sewer operation, maintenance of water pumps and sewage systems, equipment, construction, and chlorinating of water.
  • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
  • Ability to analyze any situation and adopt appropriate courses of action.
  • Ability to work independently and meet strict time lines.
  • Ability to be persuasive and tactful in controversial situations.
  • Ability to create and present effective speeches and presentations.
  • Ability to identify and secure alternative funding or revenue sources.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to delegate complex and routine tasks appropriately.

Physical Demands:

  • Frequent use of hands, wrists, fingers associated with computer equipment.
  • Required to sit for extended periods of time.
  • Occasionally stand, walk, stoop, kneel, crouch or crawl.
  • Specific vision abilities required by this job include distance vision, peripheral vision, and ability to adjust focus.
  • Normal visual acuity, ability to talk and hear.
  • Occasionally lift and/or move up to 40 pounds.

Work Environment:

  • Normal office and outside environment.
  • Must possess sufficient stamina to work under all types of weather conditions including extreme hot/cold and to lift, carry, push, or pull a variety of tools, equipment and materials.
  • Employee may be exposed to natural weather conditions, unpleasant odors, hazardous material and moving parts.
  • Extended hours and irregular shifts may be required.
  • Travel may be required.
