The Community Outreach Programs Manager manages outreach and social services programs that address the physical, psychological and spiritual needs of program participants.
About the role:
- Provides leadership, training and direction to staff, and volunteers involved in the daily social services operations of The Salvation Army of Manitowoc County.
- Conducts casework interviews with clients, family members, service providers, employers and others to obtain information for formulating program/service eligibility and case status
- Identifies psychosocial, economic and physical needs of clients; assesses and reassesses client's support systems, available community resources and other factors to plan, develop, and implement an appropriate service plan.
- Develops and implements a case plan that presents intervention strategies to meet client needs including alternative placement, job training, socialization, nursing services, legal and medical intervention and financial assistance according to State and federal regulatory guidelines and budget limitations.
- Performs community outreach/home visits within Manitowoc as needed/required.
- Oversees and coordinates the implementation of the Pathway of Hope approach to services.
- Maintains all necessary paper and electronic client records and ensures data entry is completed in a timely manner.
- Assumes responsibility for the completion of TEFAP documentation, and reports and submits to the appropriate agency by required deadlines.
- Supervises the distribution of vouchers, financial assistance and other deliverables to clients within program budget and policy constraints.
- Oversees and coordinates the organization and daily operation of the Food Pantry program. Dispenses food orders during weekly distribution hours and in other emergency situations. Serves as the agency liaison with Feeding America, Hunger Coalition, and other partners.
- Provides primary management of in-kind-gifts and financial resources, including managing inventory and equitable allocation of items, accepting and reporting donations, and issuing receipts as requested. Coordinates volunteer drivers to pick up in-kind donations as needed.
- Serves as the agency liaison for businesses, schools or other groups conducting food or clothing drives, when assigned.
- Maintains accurate program statistics and client demographics and prepares monthly statistical report.
- Ensures the organization and cleanliness of all Social Services areas including office spaces, sorting, waiting and storage areas.
- Assists with the coordination and execution of various social services programs and special events as needed, including establishing seasonal distribution schedules and organizing distribution processes.
- Attends and represents The Salvation Army at community group and agency meetings relevant to social services, as directed.
Education: Bachelor's Degree in Social Work or other Human Services field
Certifications: Valid Wisconsin driver's license with clearance to drive from TSA's insurance carrier. Must obtain the Territorial Caseworker Certification within one year of hire.
Experience: Four to five years experience
- Or any equivalent combination of education and experience that provides the requisite knowledge, skills and abilities.

Full-time employees scheduled to work 30 or more hours per week will be eligible for full benefits, including health, dental, vision and hearing benefits, basic and voluntary life benefits, holiday pay and paid time off, which is pro-rated based on their regularly scheduled work week.
Exempt Employees: Health, dental, vision, and hearing benefits, as well as basic and voluntary life benefits, will begin on the first day of the month following 30 days of employment.
