What are the responsibilities and job description for the Divisional Contract Compliance Manager position at The Salvation Army USA Central Territory?
Job Objective : Administer the contracting process to include review, evaluation and monitoring of social services contracts and select social services funds. Advise Executive Director of Social Ministries and department staff of issues that impact contract compliance.
Essential Functions :
Contract Administration :
- Ensure all grant applications, agreements, and contracts are entered in and processed through TSAMM Grants & Contracts per Divisional & Territorial policies and procedures
- Review documents for restrictions and obligations in collaboration with Divisional Social Ministries assigned reviewers
- Document in TSAMM Grants & Contracts, the receipt, processing, and return of all Social Ministry grant applications, agreements, contracts, and other documents submitted for Divisional and / or Territorial approval
- Provide TSAMM Grants & Contracts training and general training on Territorial grants and contracts policies and procedures for new officers and social ministries staff
- Collaborate with the Development Department to ensure foundation grant agreements are entered into TSAMM Grants & Contracts per Territorial policy and procedure
- Coordinate with the Divisional Compliance Accountant to ensure all grant financial reporting compliance requirements are met
- Coordinate with the Divisional Management Information Systems Administrator to obtain reports for compliance monitoring activities as needed
- Monitor contract reporting and other compliance activities
- Maintain current contract attachment files needed for grants and contracts submissions
- Utilize TSAMM Grants & Contracts "Follow Up Tasks" to track and ensure all applications, agreements, and reports are submitted on time and that fully executed contracts are received
- Manage KWM's federal SAM.gov (System for Award Management) registrations and UEI account records and ensure all registrations are updated annually to remain in "active status"
- Ensure grants & contracts files are maintained and archived according to established procedures

Minimum Qualifications :
Education : Bachelor's degree in human service area from an accredited college or university required. Relevant experience may be considered in lieu of a degree.
Experience : Minimum of 2 years of experience in program administration, grant and contract management, grant writing or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities

Physical Requirements : Include sitting, walking, standing, bending, squatting, climbing, kneeling, and twisting; grasping, pushing, pulling objects; reaching overhead; lifting up to 25 lbs. Reasonable accommodation may be made to enable individuals to perform the essential functions of this job.
Travel : Must be able to travel via car or airplane as needed, typically less than 10% of the time to include overnight travel within the Division and Territory including conferences.
Driving : Must possess a valid driver's license from the state of residence. Must be approved and maintain approval through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business.
Working Conditions : Work is routine with infrequent interruptions and changing priorities.
Workload is predictable and manageable. Deadlines are a regular part of the job. Under direction where definite objectives are established, must plan, and arrange a moderate portion of own work, referring only unusual cases to supervisor or others, and possess the ability to prioritize activities. Will often engage with other staff to influence, motivate, manage work, and address barriers. This position will require infrequent weekend and evening work.
