The Social Services Director of Milwaukee County provides executive oversight to the day-to-day activities of Milwaukee County's Social Services. Ensures programming and service delivery are of high quality and consistent with the mission of The Salvation Army. Works with community groups and governmental bodies to facilitate effective service delivery. Seeks and secures funding for County social services programming, including providing oversight of grant and contract compliance.
About the role:
- Plans, directs, evaluates and monitors all Milwaukee County social service programs and program activities that align with The Salvation Army's mission and meet current community needs; executes the programs to ensure maximum benefit to clients and the community; utilizes agency resources, including staff and volunteers, in an appropriate and effective manner by well-defined delegation of responsibilities in general areas and in specific assignments. Oversees preparation for, and takes lead during, Territorial program audits and evaluations.
- Supervises upper management staff; monitors work in progress and upon completion for compliance with program policies and procedures and contract requirements; conducts performance evaluations and makes salary and hiring/firing recommendations. Consults with supervisor and Human Resources and makes recommendations on staffing decisions for Milwaukee County social services. Encourages staff development programs which ensure maximum skill of all program personnel.
- Represents the County Command through collaborative participation in community groups, social service boards, councils, commissions and coalitions to enhance mutual learning and support external multi-organizational relationships. Serves as liaison to the United Way for Milwaukee County social services.
- Attends and contributes to Advisory Board Program Committee meetings.
- Maintains positive and productive working relationships with the City of Milwaukee, Milwaukee County, state and federal agencies, communicating with them both as funding sources, and for contract compliance.
- Actively seeks and secures new funding sources to support new and existing programs, including social service programming at Milwaukee County corps. Provides oversight of grant and contract compliance.
- Receives and resolves client complaints in a way that best serves both the client and The Salvation Army.
- Collaborates with the Executive Director of Social Services (Divisional) to ensure programs and service delivery are consistent with Divisional practices. Coordinates with the Regional Pathway of Hope Coordinator regarding program delivery in Milwaukee County locations.
- Maintains awareness of the developments and trends in the agency's operations and alertness to changing community needs and information; informs officers and employees of noteworthy changes or events in a timely manner.
- Consults with County corps and provides guidance, support and assistance for social services to all corps under the Milwaukee County Command. Oversees all government funded programs and provides periodic review, evaluations and modifications of programs to meet community needs.
Education: Master's in Social Work or related field required.
Experience: Five years social work management experience
Certifications: Must have a valid driver's license with clearance to drive from TSA's insurance carrier. Social work license preferred.
