Position Title: Human Resource & Office Administrator
About this opportunity:
Coordinates, administers, and monitors the day-to-day human resource operations for a large Corps including personnel records, promotions, transfers, terminations, grievances, worker’s compensation, pension and health plan matters; compiles, submits and maintains appropriate records with Divisional Headquarters including records requiring Divisional Finance Board approval; interviews, screens, and hires employees; prepares and maintains personnel records; communicates and enforces personnel policies and procedures and preparing payroll and tracks employee attendance; manages the Corps Affirmative Action Plan and ensures compliance with all AAP rules and regulations. Compiles, submits and maintains appropriate records with Divisional Headquarters including records requiring Divisional Finance Board approval. Performs typing and generating of various correspondence; processes a variety of routine paperwork necessary for office operations; processes and maintains time and attendance records and balances. Serves as a lead worker to office personnel.
Responsibilities include:
Monitors employee time and attendance records; audits available leave balances for employees in accordance with established policies; advises Corps Officer of consistent tardiness, excessive absences and other related attendance issues; corrects mis-punches; keys absences and punches manually if necessary to correct missed time reporting by the employee; ensures employee time is entered into the electronic time keeping system in a timely manner to make the bi-weekly payroll data deadlines
Instructs and counsels supervisors and employees regarding The Salvation Army personnel policies and procedures; instructs department heads of proper and effective hiring practices and employment issues.
Prepares and processes all new hire paperwork; orients new employees to the personnel policies and procedures; establishes personnel file for new employees.
Audits monthly enrollments, terminations, and changes to the Corps’ billing statement for The Salvation Army Health Plan for Divisional Headquarters.
Conducts a recruitment program calculated to maintain a superior work force through job posting, advertising, interviewing, reference verification, background investigations, testing, and new employee orientation.
Ensures the Corps Officer(s) is informed of significant problems that jeopardize the achievement of objectives, and those which are not being addressed by department heads/supervisors, particularly in personnel matters.
Manages the administrative functions of the Corps’ Affirmative Action Program; ensures AAP requirements are followed during the recruitment process and that updates to the recruiting system are made in an efficient and timely manner.
Prepares and analyzes required annual AAP reports for the Corps location; ensures proper formatting, accuracy and reliability of data; ensures all necessary reports are submitted in accordance with established deadlines; advises/corrects as necessary to preserve integrity of information.
Safeguards the security and confidentiality of personal/private information on employees except where duty requires communication with a superior officer; refrains from premature unauthorized release of restricted information; protects interests of employees and The Army in accordance with The Salvation Army policies and governmental laws and regulations.
Receives and responds to personnel-related questions from employees; serves as a technical resource on employee personnel topics and issues for the Corps.
Serves as a liaison for other departments and/or external parties seeking information or services from the supervisor or The Army; responds to questions, researches and provides specific and general information based on the knowledge of the Corps operations; ensures the accuracy, completeness and timeliness of all information provided; maintains the confidential nature of the position.
Assists the Corps Officer(s) and department heads in monitoring general job performance, socialization within the office, employee behavior and interaction with others; provides employee and/or supervisor with necessary information to correct deficiencies; attempts to investigate and resolve employee grievances under the direction of the Corps Officer(s) and Divisional Human Resources Director; processes all employee disciplinary and incident reports.
Monitors and ensures completion of 90 day and annual evaluations by supervisors and department heads; maintains pay increase records for appropriate storage as provided by Divisional Headquarters; audits increase reports to ensure accuracy.
Submits and handles all workers compensation insurance claims for employees at the Corps.
Reviews, records, and monitors employee attendance related to PTO, Family Medical Leave, Extended Leave, ADA; reconciles timesheets at the end of pay period to ensure all leaves of absence, whether paid or unpaid are recorded properly for payroll purposes.
Reviews, files, and maintains all personnel records; ensures the accuracy and completeness of the same.
Writes and posts job openings; receives and reviews applications and resumes; interviews and hires personnel; conducts reference checks as needed; works with the Divisional HR Department when new job descriptions or changes to existing job descriptions are needed. .
Coordinates and schedules employee activities and training related to personnel policy and procedures, recognition program, and weekly employee devotionals.
Ensures that the Command remains in compliance with state and federal employment laws including the proper posting of employment posters and the maintenance of I-9 forms in personnel files.
Obtains criminal background reports on employees when required by nature of the job.
Coordinates disciplinary actions in employee matters both verbal and written.
Types correspondence, agreements, check requests, agendas, minutes, newsletters, bulletins and/or reports in an accurate and timely manner; acknowledges routine correspondence not needed for dictation; collates documents and prepares reports needed for Advisory Board meetings.
Performs a variety of administrative work associated with special projects; processes correspondence and special documents; ensures the accuracy and completeness of the same before submitting for approval and signatures.
Develops and maintains a filing system of a variety of correspondence, forms, cards, records, reports, and documents; maintains and utilizes the bring-up filing system; purges files to obtain and update information; ensures the files are maintained in an organized and efficient manner.
Processes mail in an accurate and timely manner; ensures that all mail received is forwarded to the appropriate person and/or destination; collects and prepares outgoing mail.
Answers telephone in a courteous and tactful manner; greets and assists employees and people from outside The Salvation Army; provides accurate and complete information regarding the office operations and/or services; attempts to resolve complaints in a calm, courteous, and tactful manner.
Supervises the hiring and termination of seasonal employees; ensures required payroll information is submitted in a timely manner.
What we are looking for in you:
Two year degree from an accredited college or vocational school in Human Resources or a related field,
and
Two years experience performing personnel and administrative work,
or
any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
Physical Requirements and Working Conditions:
Ability to meet attendance requirements. Ability to read, write, and communicate the English language. Ability to perform mathematical calculations. Ability to sort and file documents alphabetically and numerically. Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to employees requiring assistance. Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time. Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like
