DEPARTMENT: SOCIAL SERVICES

POSITION TITLE: TERRITORIAL SOCIAL SERVICES DIRECTOR

STATUS: EXEMPT - FULL TIME

PAY RANGE: $165,000.00 - $180,000.00 annually

MISSION STATEMENT:

SCOPE OF POSITION:

This is a Staff Position (in contrast to a Line Position) responsible for providing support to Salvation Army Social Services personnel and leadership personnel at the Divisional and Territorial levels. The primary focus of this position is to advocate, resource, support and foster organizational accountability for the pursuit of integrated ministry, as described by our Mission Statement.

As may be directed by the Territorial Commander, Chief Secretary or Program Secretary, provides research and staff support to new initiatives, operations of the Territorial Program Council and other responsibilities as delegated. Represents the US Western Territory at the National Social Services Commission and as otherwise directed. In addition to these Staff responsibilities, the Social Services Director is responsible for day-to-day management and direction of the Territorial Social Services Department. This position carries responsibility for the transmission of Christian faith and values, in conformance with Salvation Army Doctrine. (Knowledge of the Scripture is required).

EDUCATION AND WORK EXPERIENCE

  • MSW/equivalent education or experience equivalent to 8 years of increasingly responsible experience in the human services or social services ministry field, ranging from direct services to policy development for recommendation to a governing body. (Related professional experience and/or education will be evaluated on a case by-case )
  • Direct service experience, ranging from eligibility screening, intake, direct case management and delivery of human services assistance to a highly diverse community of wide-ranging gender identity, orientation, physical and mental health, educational levels and living
  • Computer literate in use of Office 365.
  • Excellent judgment as evidenced by positive prior
  • High degree of personal maturity demonstrated by sound decision making and leadership.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Excellent organizational ability
  • Excellent written and oral communication skills
  • Ability to perform general office
  • Able to demonstrate expertise in, and Salvation Army application of:
    • Pathway of Hope
    • Treatment of substance use disorders (SUD)
    • Emergency Food and Shelter Program
    • Services to unhoused individuals
    • Role of the Local Continuum of Care and HMIS
    • Confidentiality, as it pertains to Human Services, Drug and Alcohol Treatment and general Salvation Army policy
    • Conflict of Interest Considerations
    • Use of software including Wellsky Community Services
    • Grant application, monitoring and management
    • Government funding policy, guidelines and compliance.
    • Integrity in defining and reporting outcomes
    • Demonstrated knowledge, understanding and application of The Salvation Army Mission in social services programs
    • Social Service Program Evaluations, including setting goals and measuring outcomes.
  • Demonstrated ability to operationalize complex social work theory in a manner that is in conformance with Salvation Army values and theology; yet which is practical for implementation by field
  • Demonstrated ability and willingness to appropriately communicate operational or administrative deficiencies to leadership staff; including recommendations for correction and
  • Demonstrated experience in managing and understanding budgets, both for the operation of the department, and in proposals for new programs being proposed by the field.
  • Experience in PR issues related to the delivery of social service programs.
  • Demonstrated experience and understanding of the importance of Pastoral Care, and Spiritual development in Social Service programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provide staff support in the field of Social Services Ministry to territorial leadership, divisional leadership and as requested by field
  2. Act as Secretary for the Territorial Program Council (TPC) and thoroughly vet all proposals for TPC action.
  3. Represent US Western Territory on the National Social Services
  4. Provide leadership and supervisory support to the Territorial Social Services
  5. Anticipate and research emerging areas of Social Services Ministry, as may be applicable in the US Western
  6. Conduct field review of programs or units as directed by territorial leadership.
  7. Serve on Boards and Councils as appointed by Administration.
  8. Must have a valid drivers license and pass an MVR check annually

PHYSICAL REQUIREMENTS

Qualified individuals must be able to perform the essential duties of the position with or without accommodation.   • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
  • Ability to operate telephone
  • Ability to operate a desktop or laptop computer
  • Ability to lift-up to 25 lbs. (usually file boxes)
  • Ability to access and produce information from a computer
  • Ability to understand written information; whether in handwriting, microfiche, microfilm, PDF documents or other format used in Salvation Army records
  • Able to travel by normal commercial air, other common carrier and other vehicles as may be necessary or directed in connection with this position
  • Able to travel on short notice for the purpose of supporting disaster service operations in unsettled environments
