What are the responsibilities and job description for the Executive Director, Safety, Security, and Emergency Management position at The School District of Lee County?
The Executive Director, Safety, Security, and Emergency Management will plan, organize, and support implementation of quality control to create a safe and secure environment for all students, staff, visitors, and facilities. This role will lead District preparations and execution of a highly effective emergency response program.
MINIMUM QUALIFICATIONS:
- Master’s degree in emergency management, business administration, or a related field.
- Eight (8) years of administrative and supervisory experience with progressively responsible duties in emergency management, preferably in a public school system.
- Possess and maintain the necessary qualifications and certifications to carry a weapon in accordance with district policies and state law.
Such alternatives to the above qualifications as the Board may find acceptable.
PREFERRED QUALIFICATIONS:
- Florida State Certificate for Law Enforcement or five (5) years of experience as a law enforcement officer.
- Florida State Certificate for Fire Inspector and successful completion of State Requirements for Educational Facilities (SREF) training
ESSENTIAL JOB FUNCTIONS:
- Provide leadership for a collaborative team across District divisions to ensure that initiatives related to safety, security, and emergency management are results-oriented and aligned with the District’s mission and strategic goals.
- Direct, coordinate, supervise, and evaluate assigned staff in accordance with District policies and procedures.
- Advise, counsel, and support the Superintendent, Chief Operations Officer, and Superintendent’s Cabinet on areas of responsibility to facilitate and proactively lead a comprehensive program of safety, security, and emergency management.
- Lead the development, implementation, and maintenance of School Board and District policies and procedures, manuals, trainings, and technical assistance related to the safety and security of District staff, students, and facilities.
- Serve as the chief liaison to the School Resource Officer (SRO) Program.
- Serve as the chief liaison between the District and local law enforcement and emergency first responder agencies.
- Lead the District response to emergency management requirements and the opening of schools as shelters during emergencies. Facilitate organizational and operational solutions across District divisions, departments, and schools to identify discrepancies between goals and current status and design processes in order to stimulate progress towards performance targets.
- Provide leadership and operational support to all departmental leadership and staff for assigned departments’ continuous improvement objectives and strategies.
- Support the development of synergistic partnerships among District departments, school leaders, parents, bargaining units, businesses, and community stakeholders and establish relationships with community leadership and stakeholders to build support for safety and security programs.
- Prepare recommendations for School Board meeting agendas and attend School Board meetings as assigned by the Chief Operations Officer.
- Represent the Superintendent and Chief Operations Officer at school, business, and community meetings as assigned.
- Attend local, regional, and state meetings as a representative of the Superintendent’s Cabinet.
- Lead the development and execution of presentations to various community groups and organizations relative to school safety, security, and emergency preparedness.
- Provide proactive leadership in pursuing grants to identify additional funding for safety, security, and emergency preparedness.
- Facilitate the assignment of departmental assistance in criminal and administrative investigations.
- Develop, plan, and implement priority requirements, budgets, programs, and goals within areas of responsibility.
- Utilize computerized management systems to identify trends, direct workflow, and implement quality processes within areas of responsibility.
- Serve as a leadership liaison for the Operations Division in communications and coordination with school staff and other departments in establishing and maintaining models of collaborative planning and shared decision-making in the areas of safety, security, and emergency management.
- Design and conduct statistical analyses to formulate recommendations regarding resource and staffing allocations and trends.
