Job Summary
Monitors activities, projects and initiatives related to Title I supplemental services. Supports the management of various initiatives and supplemental instructional models, including, but not limited to, early literacy, Keystone assessments, specialized instruction, and blended learning. Ensures that all activities and programs are measurable and include a plan for how to evaluate success. Provides support in achieving programmatic effectiveness in the operational aspects while maintaining compliance with all applicable federal, state and local guidelines. Ensures that data pertaining to Title I activities is systematically collected, reviewed and maintained.Oversees the program operations and assures that the programmatic operations are in compliance with the grant, operating budget or charter agreement for the assigned area.
Essential Functions
ELECT – Compliance Specialty
- Plans and implements activities which are designed to achieve the short and long-term goals for ELECT Program; plans and coordinates activities as directed by the Director, Pregnant and Parenting Teen Services to ensure the attainment of required outcomes.
- Audits student records and documentation submitted by ELECT Program contractors, ensuring compliance in regard to Pennsylvania Department of Education (PDE) and Department of Human Services (DHS) ELECT Operational Guidelines.
- Conducts school visits; provides support to case managers, support staff, and contractors in school settings.
- Creates professional development for ELECT contractors to share best practices and ensure compliance with PDE and DHS ELECT Operational Guidelines.
- Provides oversight for contractual compliance, audits and reporting; monitors the work of ELECT case management contractors and/or vendors.
- Assists with development and implementation of policies and procedures for achieving the goals and objectives of the ELECT program; develops and maintains training manuals, logs and other documents.
- Produces reports to be submitted to the administrative superior.
Minimum Requirements
- Bachelor’s degree from an accredited college or university.
- Two years of full-time, paid, professional experience in program management, implementation, data collections and research, which has included experience with academic enrichment in a large urban district or overseeing components of financial and administrative operations in a large organization.

- Any combination of training and experience determined to be acceptable by the Office of Talent.
ELECT Program Specialty
- Bachelor’s degree from an accredited college or university.
- Two years of full-time, paid, professional work which has included coordinating programs, working with academic supports in urban schools and managing external community-based resources.
Knowledge, Skills and Abilities
- Demonstrated knowledge of:
