Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.


Minimum Qualifications:

  • Nine (9) years of experience in goverment accounting, five (5) of which much have been in financial reporting or financial analysis, or
  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and five (5) years of experience in financial reporting or financial analysis.
  • Two (2) years of supervisory experience.

Duties and Responsibilities include:

The primary duty is to function as the Commission's Financial Statement Coordinator and Single Audit Coordinator. Serves as the Revenue and Grants Section Leader which includes oversight of Revenue, Grants, Financial Reporting Units.


Managerial Duties

Supervises employees within the Financial Reporting Unit by managing workloads, reviewing progress, and assessing performance; Assists with creating reports, visualizations, executive briefings, and other management summaries to support program operations and management decisions


Financial Statements and Single Audit Coordinator - Coordinates the Commission's annual financial statement preparation process across all Divisions/ Offices (D/Os); Prepares and maintains year-end closing activities calendar; Analyzes Commission accounts throughout the year to ensure compliance with GAAP basis of accounting; Completes supporting schedules and applicable statewide financial statement forms; Completes year end analyses, worksheets or statements and prepares any necessary adjusting entries; Prepares and submits Section Ill-Adjustments and Column A01 amounts for the Commission's annual Schedule I submission and assists in the preparation of other Sections; Coordinates the Indirect Cost Rate Proposal data collection process; Serves as the backup for titling of State Projects within the Catalog of State Financial Assistance (CSFA) on behalf of the Commission, development and submission of the Compliance Supplement for each Commission State Project, developing and maintaining the Commission's State and Federal Single Audit Act policies and procedures, and preparation and submission of the annual State Project/ CSFA certification; Reviews recipient/subrecipient financial statements and ensures compliance with State and Federal Single Audit Acts and Commission policies and procedures; Serves as backup for resolution of any corrective action required; Maintains knowledge of the State and Federal Single Audit Acts, including 0MB Circular A-133; Provides training and support on the requirements of the State and Federal Single Audit Acts


Grants Unit Oversees the Commission’s grant process guidelines, checklists, procedures, and monitoring guidelines to facilitate successful management of state and federal grants; ensures the accurate and timely reconciliation of grant financial information, including monthly ledgers, carryover funds, remaining balances, potential reversions, and safety margins; develops and implements internal procedures to ensure compliance with grant funding opportunities; and provides technical guidance on compliance requirements and auditing procedures.


Revenue UnitEnsures the accurate and timely accounting for the Commission’s revenue and cash receipts; oversees the reconciliation of revenue financial information and year-end activities; submits annual governor’s report on collections and sales tax report to DOR; processes GR service charge; and provides technical guidance on state laws, rules and requirements associated with revenue, receipts, reconciliation and reporting.


Financial Reporting Unit - Coordinates the Commission's annual financial statement preparation process across all Divisions/Offices; oversees year-end closing activities calendar in conjunction with FBO and other D/Os, as appropriate; oversees disaster reporting (FEMA); develops and maintains the Commission's State and Federal Single Audit policies and procedures; prepares and submits the Commission's annual State Project / CSFA certification.


Serves as PALM implementation lead for Revenue, Grants and Financial Reporting.


Knowledge, Skills and Abilities required for the position:

  • Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices
  • Knowledge of principles and techniques of effective communication
  • Ability to assess budgetary needs and formulate policies and procedures
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; to collect, evaluate and analyze data to develop alternative recommendations; and to document work and other activities relating to the improvement of operational and management practices
  • Ability to plan, organize and coordinate work assignments, establish and maintain effective working relationships with others, provide effective supervision, and perform as a collaborative leader
  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
