POSITION DESCRIPTION: Supervise, select, direct, and develop Aviation Operations staff in accordance with Chapter 110, Florida Statutes, “State Employment”, Chapter 112, Florida Statutes, “Public Officers and Employees: General Provisions,” and other state and federal requirements.
Direct and manage the statewide Public Airport Site Approval, Inspection, and Licensing Program in accordance with Chapter 330, Florida Statutes, "Regulation of Aircraft, Pilots, and Airports", Chapter 14- 60, Florida Administrative Code, "Airport Licensing, Registration, and Airspace Protection," and other state, and federal requirements.
Direct and manage the statewide Private Airport Site Approval, Inspection, Licensing, and Registration Program in accordance with Chapter 330, Florida Statutes, "Regulation of Aircraft, Pilots, and Airports," Chapter 14-60, Florida Administrative Code, "Airport Licensing, Registration, and Airspace Protection," and other state, and federal requirements.
Direct and manage the statewide Airspace Protection Program, in accordance with Chapter 333, Florida Statutes, "Airport Zoning" and Chapter 14-121, Florida Administrative Code, "Airport Zoning and Airspace Protection," and other state, and federal requirements.
Direct and manage the statewide Commercial Service Airport Transparency and Accountability Program in accordance with Chapter 332, Florida Statutes, "Airports and Other Air Navigation Facilities" and other state, and federal requirements.
Direct and manage the statewide review and approval of airport security plans in accordance with Chapter 330, Florida Statutes, "Regulation of Aircraft, Pilots, and Airports," Chapter 14-60, Florida Administrative Code, "Airport Licensing, Registration, and Airspace Protection," and other state, and federal requirements.
Direct and manage the statewide review and inspection of diesel exhaust fluid safety mitigation and exclusion plans accordance with Chapter 330, Florida Statutes, "Regulation of Aircraft, Pilots, and Airports," Chapter 14-60, Florida Administrative Code, "Airport Licensing, Registration, and Airspace Protection," and other state, and federal requirements.
Direct and manage the statewide Secure Airports for Florida’s Economy (SAFE) Program and direct the expenditure of funds in accordance with Chapter 332, Florida Statutes, “Airports and Other Air Navigation Facilities” and Chapter 2001-355, Laws of Florida.
Direct and manage the statewide Aviation Disaster Preparedness and Response Program in accordance with Chapter 252, Florida Statutes, "Emergency Management" and other state, and federal requirements.
Direct and manage the Aviation Wildlife Management program.
Direct and manage the implementation of a statewide Aviation Work Program Monitoring Program consistent with the provisions of Chapter 332, Florida Statutes, "Airports and Other Air Navigation Facilities," Chapter 339, Florida Statutes, “Transportation Finance and Planning,” department policies and procedures.
Direct and manage the development and administration of the Florida Aviation Database system for the purposes of managing the Public Airport Site Approval, Inspection, and Licensing Program, Private Airport Site Approval, Inspection, Licensing, and Registration Program, Commercial Service Airport Transparency and Accountability Program, Airport Security Program, Diesel Exhaust Fluid Safety Mitigation and Exclusion Program, and Disaster Preparedness and Response Program.
Direct the management of aviation consultant projects related to Public Airport Site Approval, Inspection, and Licensing Program, Private Airport Site Approval, Inspection, Licensing, and Registration Program, Airspace Protection Program, Commercial Service Airport Transparency and Accountability Program, Airport Security Program, Diesel Exhaust Fluid Safety Mitigation and Exclusion Program, and Disaster Preparedness and Response Program.
Direct and manage the development and dissemination of educational information and materials regarding the statewide Public Airport Site Approval, Inspection, and Licensing Program, Private Airport Site Approval, Licensing, Inspection, and Registration Program, Airspace Protection Program, Commercial Service Airport Transparency and Accountability Program, Airport Security Program, Diesel Exhaust Fluid Safety Mitigation and Exclusion Program, and Disaster Preparedness and Response Program in accordance with Chapter 332, Florida Statutes, “Airports and Other Air Navigation Facilities.” Perform instruction duties in conjunction with implementation of statewide aviation training programs for local, federal, and private sector partners.
Direct the development and implement aviation rules, policies, and procedures and recommend revisions as needed to maintain an efficient and effective statewide aviation program.
Direct the analysis of proposed legislation for impact on local, state, and federal requirements and provide recommendations.
Direct and manage the coordination and maintenance of the Aviation Office Operating Budget and Property Accountability Program.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles and analytical techniques of professional aeronautical management, planning, and/or engineering as applied to airport facilities. Knowledge of the practical application of property rights, land use law, and limits of government authority. Knowledge of federal and state regulations, guidelines, and specifications related to airport design, aeronautical facility location and operation. Knowledge of principles of aviation systems and airport master planning. Knowledge of principles and techniques in managing aircraft flight operations. Knowledge of principal and techniques of airport terminal and end route air traffic control operations. Knowledge of Federal Aviation Regulations and Federal Advisory Circulars dealing primarily with airport design and construction specifications, as well as Florida Statutes and Florida Administrative Code that relate to the statewide aviation system, airports, and airspace. Knowledge of concepts, terminology, principles, and analytical techniques of the aviation engineering specialty area, airport engineering design, construction, production, and/or operations. Knowledge of principles and practices of supervision and personnel, project management, and the budgetary process. Knowledge of principles of airport management and operations. Knowledge of principles and techniques of effective communication to aviation personnel. Knowledge of microcomputer applications for word processing, data analysis, presentations, and internet access. Skill in applying the principles and analytical techniques of professional management, planning, and/or engineering. Skill in interpreting and logically applying regulations, guidelines, and specifications to airspace and airport protection program cases. Skill in applying microcomputer systems and software applications to aviation system programs. Skill in report and letter writing. Skill in research, writing, and editing analytical papers. OTHER JOB-RELATED REQUIREMENTS: Due to the nature of this position, the incumbent must respond to emergencies and be "on call" (24-hour duty) when necessary.
