POSITION DESCRIPTION: Supervises employees by spending the majority of their time communicating with regularly, motivating, training, evaluating, planning and directing employees’ work. Supervise, select, direct, and develop Aviation Planning staff in accordance with Chapter 110, Florida Statutes, “State Employment”, Chapter 112, Florida Statutes, “Public Officers and Employees: General Provisions,” and other state and federal requirements.


Directs the Aviation System Planning Program in accordance with Chapter 332, Florida Statutes. The plan must summarize 5-year, 10-year, and 20-year airport and aviation needs within the state and be consistent with the Florida Transportation Plan. Develop an implementation plan and produce annual reports showing statewide improvements toward achieving system goals. Serve as the liaison to various regional and statewide planning and business development initiatives, such as the Florida Transportation Plan, the Strategic Intermodal System Plan, and the Metropolitan Planning Organization Advisory Council


Directs management of the airport master planning process and airport feasibility analysis. Assists department’s district office personnel with airport planning issues, manages statewide planning projects, and researches technical issues.


Directs management of the Unmanned Aircraft Systems (UAS), Unmanned Aircraft Vehicles (UAV), and Advanced Air Mobility (AAM) Programs, and coordinates with private sector, state, and federal partners.


Direct the management of the Continuing Florida Aviation System Planning Process (CFASPP), a collaborative program with key local, state, federal, and private sector partners to identify trends and issues affecting aviation; monitor aviation development and explore strategies for leveraging, integrating aviation system planning process recommendations, and collaborate with various public and private aviation stakeholders, and other partners relevant to aviation.


Direct the development, formulation, and publication of annual aviation forecasts to include commercial service enplanements, commercial service operations, general aviation-based aircraft, and general aviation operations.


Direct and manage aviation consultant contracts and projects: Manage aviation consultant projects: prepare project budget needs according to the departmental schedules; prepare detailed scopes of work and staff-hour cost estimates for proposed projects; develop consultant agreements which comply with all applicable federal and state laws, rules, policies, and procedures and reflect good project management practice and prudent fiscal practices; adhere to all applicable fiscal and contractual laws, rules, policies and procedures when advertising for and selecting consultants, processing project agreements, contract changes, invoices, and close-outs; effectively plan and direct the work of project consultants, management of the project contract(s) and review/approval of project deliverables and products.


Direct the development and implementation of aviation policies and procedures related to aviation planning, and recommend revisions as needed, to maintain an efficient and effective statewide aviation program.


Direct the development and administration of the Florida Aviation Database for the purposes of developing and implementing aviation planning.


KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of concepts, terminology, principles and analytical techniques of airport system funding and planning. Knowledge of principles and practices of supervision and personnel. Knowledge of project management and the budgetary process. Knowledge of principles of airport management and operations. Knowledge of FAA regulations, guidelines and specifications related to airport systems funding, planning and facility design. Knowledge of Florida laws and regulations concerning airports and airspace. Knowledge of microcomputer systems and word processing, spreadsheet and database management software applications. Skill in applying the principles and analytical techniques of professional management, planning and/or engineering. Skill in interpreting and logically applying regulations, guidelines and specifications to airports. Skill in applying microcomputer systems and software applications to aviation system programs. Skill in report and letter writing. Skill in research, writing and editing analytical papers. Skill in presenting information and conducting formal discussions before audiences. Ability to supervise a professional staff. Ability to plan, design and evaluate aviation facilities. Ability to determine work priorities, make work assignments and insure timely completion of products. Ability to establish and maintain effective working relations with other agency management personnel.
