*This is an open fulltime Career Service (CS) Personnel Liaison position at the Department of Health in Lee County.*


This is a professional position responsible for routine personnel related activities for DOH-Lee County. The position serves as a Liaison for DOH-Lee in the Southwest HR Region, and is responsible for providing support in various HR components including Recruitment, New Employee Onboarding, Leave and Attendance, Classifications, Separations, routine and other related administrative personnel functions. The incumbent must exercise initiative, emotional presence, the ability to maintain professional competency, exercise sound judgment, and work independently. The incumbent needs to be knowledgeable of State Personnel rules and DOH policies governing Human Resources, Volunteers, etc. This position reports to the manager of Administrative Services, class title Administrative Service Director II - SES


CLASSIFICATION: Initiates or reviews classification tickets and ensures all required documentation is submitted, accurate, and appropriately signed. Provides guidance to supervisors throughout the process, as requested. Ensures all related tasks are completed in order to finalize the process within the expected timeframe.


RECRUITMENT: Initiates or reviews recruitment tickets and ensures all required documentation is submitted, accurate, and appropriately signed. Provides guidance to supervisors throughout the process, as requested. Ensures all related tasks are completed in order to finalize the process within the expected timeframe. Assists supervisors as requested in reviewing, creating, modifying, and submitting requisitions in People First Talent Management. Ensures adherence to all requirements related to Florida’s Veterans Preference laws. Conducts level 2 background screenings on recommended candidates. Coordinates drug screening for recommended candidates for safety sensitive positions.


SEPARATION: Initiates or reviews separation tickets and ensures all required documentation is submitted, accurate, and appropriately signed. Provides guidance to supervisors throughout the process, as requested. Ensures all related tasks are completed in order to finalize the process.


ATTENDANCE AND LEAVE: Acts as a backup to the Time Administrator by assisting supervisors to ensure attendance and leave records are approved in People First by the established payroll deadline. Communicates information to employees about early payroll deadlines. Reviews missing timesheet report and ensures missing timesheets are approved. Assists employees with Sick Leave Transfer requests.


NEW EMPLOYEE ONBOARDING: Schedules and coordinates onboarding events. Conducts new employee onboarding process. Provides review of benefits and ensures required new hire documents are electronically signed (or written signature as applicable).


OTHER RELATED DUTIES

  • Monitors Probationary Status Performance Evaluations. Sends reminders to supervisors of upcoming due dates.
  • Assists supervisors and employees with routine policy questions. Refers staff to Servicing HR office for technical assistance.
  • Disseminates information on employee benefits, HR related changes, etc. to employees.
  • Ensures that the annual Immunization report is submitted to the servicing HR office by July 1st of every year
  • Follows up on ensuring receipt of professional licensure as requested by the HR Lead Office and forwards to them for People First update and filing.
  • Monitors the FL Health Desk tickets for notifications of actions. Assist supervisors and employees as needed
  • Participates on servicing HR conference calls
  • Ensure posters (including but not limited to equal opportunity, minimum wage, FMLA Workers compensation and EAP) are displayed as required by law or policy
  • Assists employees with scheduling level 2 background re-screenings every sixty (60) months
  • Coordinates the assignment of security access cards and parking permits for the JPD Office Complex.
  • Participates in staff development activities as necessary.
  • Coordinates Service and Retirement awards programs; orders awards.
  • Verifies that the Volunteer Health Care Provider Program contract is appropriately routed, signed, and recorded
  • Updates Teams channels with information regarding new hires and separations.

Performs other duties as assigned.

  • Ability to frequently use and operate general office equipment, telephone, computer, copier and small hand tools, e.g., stapler, scissors, etc.

Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.
  • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
  • Transporting Confidential Information: This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOH 50-10.
  • Incumbent may have access to records containing Social Security numbers in the performance of their job duties.
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.
