Position Summary & Responsibilities:
Position Summary:
This Administrative Officer (PSA III) position works in the District Two office located in Salina, KS. This position provides leadership in strategic planning, organizing, and directing personnel management, payroll, fiscal and budget management, purchasing and inventory management, and information technology management within all organizational units of the District.
Job Responsibilities may include but are not limited to the following:
- Provides leadership and oversight to District managers and employees for efficient fiscal operations within all subprograms of the District.
- Oversees District inventory management for all levels of the District operation, including both capital inventory such as heavy equipment, vehicles, etc. and consumable inventory such as fuel, aggregates, sand/salt, equipment parts, etc.
- Provides indirect, functional leadership over District IT support for all levels of the District operations.
- Provides direct supervision over one Accountant I, one Senior Administrative Assistant, and one Storekeeper Specialist position.
- Provides indirect, functional leadership over one Human Resource Professional II and two Technology Support Consultant II positions, as well as area staff.
- Performs related duties as assigned by the District Engineer, including activities such as assisting with coordinating District activities, organizing training, and providing support to the District Human Resource Unit.

Qualifications:
Minimum Qualifications:
- Two years of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit.
- Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
- Valid Driver’s License at time of appointment.
Preferred Qualifications:
- Four years of experience in general office, clerical or administrative support work.
- Experience with Microsoft Office (Word, Excel, Access) and records workflow management system.
- Knowledgeable of accounting principles and storekeeper procedures.
- Ability to exercise independent judgment in evaluating situations and making decisions.
- Ability to establish & maintain effective communication with internal and external customers.
Post-Offer/Pre-employment Requirements:
- This position is subject to pre-employment physical capacity testing. The selected candidate will be required to pass the screening as a condition of employment.
