Position Summary & Responsibilities:
Position Summary:
This Assistant Bureau Chief (PCE III) position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of ITS. This position assists the Bureau Chief in directing the activities of the Bureau of Intelligent Transportation Systems (ITS) including policy implementation, construction oversight, device maintenance and promoting awareness of ITS Bureau activities with other agencies, jurisdictions, and states. This position promotes, coordinates, facilitates, and assists with all ITS activities for KDOT as well as providing leadership to the ITS Bureau.
Job Responsibilities may include but are not limited to the following:
- Provides leadership to the ITS Bureau for ITS policies and procedures.
- Directs and controls management of the statewide Traffic Incident Management program to promote more efficient rural and metro crash clearance, improve roadway safety, and reduce congestion.
- Directs and controls the operation of the statewide WichWay Traffic Management Center (TMC) and Kansas City Scout TMC.
- Establishes performance measures for contractors and vendors to ensure work is performed according to requirements.
- Directs the development of construction plans, specifications, and estimates produced by consulting engineers for statewide deployment of ITS systems to ensure work products meet ITS specifications and standards to allow efficient operation of ITS field devices and reduce ITS maintenance costs.
- Directs and controls statewide maintenance of ITS device and component operations, including inventory and work order tracking and payment of maintenance contractor to support the state’s investment in ITS infrastructure by ensuring function and effectiveness of hardware and software are maintained.
- Develops and maintains the ITS operating and ITS set-aside budgets.

Qualifications:
Minimum Qualifications:
- Seven years of experience in Systems Engineering, Traffic Signal Systems, or Transportation Engineering, including two years of ITS (Intelligent Transportation System) planning and implementation experience.
- Ability to obtain a P.E. license within two years of being hired.
- Valid Driver’s License at time of appointment.
Preferred Qualifications:
- Professional Engineering License recognized by the Kansas Board of Technical Professions and seven years of experience in engineering.
- Knowledge of national and regional ITS policies.
- Strong written and oral communication skills.
- Proficiency in the use of computer equipment & programs including Bluebeam, Outlook, Access, Excel, & Word.
