Compensation
Hourly Compensation Range: $22.91 - $32.86 DOE

The Office of the Kansas Attorney General (OAG) is accepting applications to fill a Financial Analyst position in our Medicaid Fraud & Abuse Division to conduct mostly white-collar investigations involving possible or alleged fraud and/or abuse within the State of Kansas' Medicaid program.

Under supervision of the Deputy Attorney General and the Deputy Director/Assistant Attorney General, the individual selected to fill this position to include, but not limited to the following:

  • Work with other division team members to perform sophisticated analysis of Medicaid providers’ claims data and payment history in support of case assessment and investigative duties, analyzing to detect fraudulent schemes and abnormal patterns.
  • Analyze data relating to Medicaid provider fraud, fraud in the administration of the Medicaid program and/or alleged abuse, neglect or exploitation of patients in residential care facilities receiving payment under a federal health care program.
  • Develop specialized claims history analysis to support investigation and litigation duties.
  • Prepare written reports and supporting documents such as graphs and charts to support claims analysis.
  • Act as liaison with fiscal agent and Medicaid agency program integrity staff to develop and implement general information exchange and case specific information exchange.
  • Review federal and state policies and procedures impacting on claims processing, and develop recommendations related to claims processing and fraud investigation; provide support and training to Division staff on accessing and using specialized databases managed by fiscal agent and Medicaid agency.
  • May be called upon to locate, collect, and analyze evidence, as well as interview witnesses and take witness statements.
  • Testify as an investigative witness in administrative or court proceedings resulting from investigations.
  • Receive, coordinate and develop financial impact analysis and prepare responses to national data requests in inter-jurisdictional national health care fraud investigations (global cases).
  • Receive and complete a variety of assignments that may include reviewing records, charting data and developing layouts of information, and computing a variety of statistical data.

Qualifications

Education

  • Graduation from an accredited four-year college or university with major course work in business
    administration, accounting, finance, or related field(s). Professional or technical experience, as deemed by the Attorney General to be sufficient qualification to perform the assigned work, may be substituted for the required college study..

Licensing & Certification

  • A valid driver's license

Minimum Qualifications

  • At least one (1) year experience performing complex data collection and analysis
  • Experience with data management systems
  • Ability to exercise judgment and discretion in managing sensitive (confidential) data and communicating sensitive information
  • Excellent analytical skills; high attention to detail
  • Strong proficiency in MS Office (Word, Excel, Outlook) and Adobe Acrobat

Preferred Qualifications

  • Three (3) - Five (5) years experience performing complex data collection and analysis
  • Experience working with the Medicaid program
  • White collar investigative experience
  • Familiarity with electronic case management system

The pre-employment screening process will be waived for current OAG personnel who have previously completed the screening requirements.
