Position Summary & Responsibilities

The position (K0244945)

The Kansas Department of Health and Environment has a Grants Manager opening in Topeka. This position will be with the Kansas Health and Environmental Laboratories and located in the new on-site facility in downtown Topeka. The incumbent in this role will provide high level administrative and fiscal support to the Kansas Health & Environmental Laboratories for implementation of a variety of grants and cooperative agreements from the Centers for Disease Control & Prevention (CDC), Health & Human Services (HHS), Environmental Protection Agency (EPA), and other potential funding sources.

Job Responsibilities may include but are not limited to the following:

Assist with management of financial and cost analysis of grant response activities. Assists with review and verification of grant expenses submitted for payments based on grant allowable costs and ensures that all laboratory equipment used and supplies procured, are tracked and quantified.

Coordinates environmental and public health data collection and analysis of all financial information related to all KHEL grant funding. Ensures that all reporting of fiscal expenditures are reported monthly and assists with budget redirection requests and coordinates information requests from funders. Work with the KHEL fiscal officer to monitor expenditures, encumbrances, and contract balances, and produce monthly reports from the system for the Laboratory Director to assist with redirection of funds as necessary to ensure full expenditure of grant funds during appropriate budget periods. Participates in fiscal/administrative meetings as required with internal staff and ensures internal controls and approval paths for procurements functions are carried out.

Qualifications

  • Education:
    • Bachelor’s degree in management, public health, public administration, or related field.
  • Minimum Qualifications:
    • Bachelor’s degree in management, public health, public administration, or related field.
    • 2 or more years of working with federal grants or cooperative agreements, preferably in the health sector.
    • Proofreading, editing, attention to detail.
    • Word, Excel, PowerPoint, Access.
  • Preferred Qualifications:
    • Excellent verbal, written and critical thinking skills.
    • Previous experience working on federal grants.
    • Fast learner, self-starter, smart worker, with a strong sense of accountability.
    • Ability to work productively under the pressure of tight deadlines.
    • Analytical skills and detail oriented.
    • Ability to multi-task, organize and prioritize multiple on-going projects.
