Position Summary & Responsibilities

Position Summary:

The position (K0242044) The Kansas Department of Health and Environment Public Water Supply Section is seeking a program coordinator to manage the Public Water Supply Capacity Development Program. The Capacity Development program helps water utilities achieve and maintain technical, financial and managerial capacity to ensure compliance with drinking water regulations to protect public health. This position works with other public water supply staff within the section and the Bureau of Water, oversees technical assistance contracts and grants, and provides information and assistance directly to public water supply system managers and operators.

Directs development and implementation of the PWS Capacity Development Program using knowledge of water supply and treatment principles and water quality analysis and knowledge of water utility operation and management for public water supply systems as required by the federal Safe Drinking Water Act. Conduct annual Capacity Development Program review using analysis of water supply program data in consultation with Program stakeholders including but not limited to representatives of local, state and federal government, water utilities and technical assistance providers to identify priority areas of focus which will assist water systems in achieving and maintaining the technical, financial and managerial (TFM) capacity to comply with drinking water regulations.

Job Responsibilities may include but are not limited to the following:

Analyze PWS compliance data to determine eligibility for grants awarded to public water supply systems including, but not limited to: Kansas Small Town Water Infrastructure Assistance Grant Program; Emerging Contaminants for Small & Disadvantaged Communities; Small, Underserved and Disadvantaged Communities Grant; Planning grants for regional studies; compliance grants for small systems; and corrosion control study grants for Lead and Copper Rule compliance. Includes application review and approval, invoice review and payment processing and overall grant programs administration.

Reviews and analyzes PWS compliance data to direct training and technical assistance programs to assist public water supply system managers and operators in understanding and complying with regulatory requirements. Supervises development of training for water utility governing body members on TFM responsibilities based on water system data analysis related to the operation of a public water supply system. Oversee training and technical assistance contracts with third party providers. Reviews and approves all expenditures related to training and technical assistance contracts.

Qualifications

  • Education:
    • Bachelor's Degree
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Bachelor's degree in environmental science with an emphasis on biology, chemistry, geology or a related natural science. Bachelor’s degree in public administration or related degree may be substituted if work experience is in a natural resource or drinking water industry capacity.
  • Preferred Qualifications:
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Public Speaking and Training Experience
    • Knowledge of water utility operations associated with technical, financial, and managerial capacity.
    • Experience working in a regulatory agency
    • Contract and project management experience
