The State of New Hampshire, Commission for Human Rights has a full-time vacancy for an Assistant Director.
Summary :
Assists with management of the agency by performing administrative duties, supervising investigative personnel and contributing to development of the agency’s goals.
Responsibilities :
- Works with the Executive Director to evaluate agency’s short- and long-term organizational goals and makes recommendations regarding same. Prepares statistical reports and analysis for agency, state and federal requirements. Assists with development of the agency budget.
- Discusses proposed legislation with the Executive Director and presents testimony to the Legislature as needed.
- Directly supervises investigators, to include duties related to yearly evaluations, discipline, recommendation or authorization of leave time. Examines work products of investigators; provides oversight and guidance regarding complex issues that arise during investigations; develops and revises work methods, procedures, and training. Communicates with the public and attorneys and maintains multi-agency law enforcement efforts between federal, state and municipal agencies.

- Drafts formal charges of discrimination, investigates, makes recommendations of statute violation and conducts negotiation and mediation. Conducts pre-hearing conferences, writes pre-hearing orders, conciliations, clerks hearings and drafts decisions when Executive Director has a conflict of interest or is absent.
- Conducts interviews of job applicants, makes recommendations for hire and trains new employees. Recruits, interviews and makes recommendations or hiring decisions of interns.
- Manage the agency’s program to include resolving issues that arise with participants, prepares statistical reports and conducts mediations.
- Coordinates and conducts public outreach and training to employers, housing providers, business owners and the citizens of New Hampshire. Maintains agency web site.
Assumes responsibility for agency activities in the absence of the Executive Director.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education : Master's degree from a recognized college or university with major study in pre-law, law and public administration, law and society, paralegal studies, social work, human resources, government, or a related field.
Experience : Five years' experience in human rights issues, civil rights or in administrative or regulatory law, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
OR
Education : Bachelor's degree from a recognized college or university with major study in pre-law, law and public administration, law and society, paralegal studies, social work, human resources, government, or a related field.
Experience : Six years' experience in human rights issues, civil rights or in administrative or regulatory law, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License / Certification : None required.
