The Texas Facilities Commission (TFC) builds, supports, maintains, and manages over 8 million square feet of state-
owned facilities that house over twenty thousand state employees in dozens of state agencies, all working in the service
of the citizens of Texas. The Facilities Management and Operations (FMO) Division oversees a varied property portfolio
of office space, storage, warehouses, schools, medical labs, parking lots and garages, and grounds throughout Texas. Our
team of over 250 employees provides and contracts for property management, maintenance, landscaping, custodial
services, waste management, building climate and energy automation, and the fire and security services required to keep

The Position: The Project Manager – Facilities Management and Operations performs routine (journey-level) project
management tasks related to facility operations, maintenance, and capital improvements. Responsibilities include
initiating project plans, tracking progress, managing schedules, coordinating project staff, and serving as the primary
liaison between internal stakeholders and external vendors. This role ensures compliance with regulations, best practices,
and organizational standards while operating under moderate supervision with limited independent judgment.

ESSENTIAL DUTIES:
- Project Planning & Execution
o Manage multiple projects of varying complexity, including maintenance, renovations, infrastructure
improvements, and new construction.
o Develop project scope, objectives, budgets, schedules, and risk assessments.
o Monitor and manage project progress, ensuring timely delivery and cost control.

o Oversee procurement processes, including contractor selection, bid evaluations, and contract
negotiations.
o Ensure that all work performed by vendors complies with contractual agreements, specifications, and
safety standards.
o Review invoices, change orders, and payment applications.
- Stakeholder Coordination & Communication
o Serve as the primary contact for internal stakeholders, external contractors, and regulatory agencies.
o Prepare and present project reports, updates, and budget status to leadership.
o Foster collaboration between Facilities Operations, Design and Construction, and Energy Management
teams.
- Regulatory Compliance & Safety
o Ensure adherence to local, state, and federal building codes, safety regulations, and environmental
standards.
o Maintain knowledge of International Building Codes, NFPA 101, ADA, OSHA, and other relevant
codes.
o Oversee inspections and audits to ensure compliance and resolve any deficiencies.
REQUIRED QUALIFICATIONS:
EDUCATION AND EXPERIENCE FOR:
- Required:
- Minimum of 2 years of experience in facilities operations, construction project management, or a related
field.
- Graduate from a standard senior high school or an associate’s degree from an accredited college or
university.
- Strong knowledge of contract administration and project budgeting.
- Experience managing projects up to $500,000 in value.
- Working knowledge of state and federal building codes, accessibility standards, and safety regulations.
- Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure
requirement to be considered for hire and to maintain employment.
- Preferred:
- Experience managing facilities operations within a government or higher education setting.
- Knowledge of Texas procurement processes and contract management practices.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid State of Texas Class "C" driver license.
- Certified Texas Contract Manager (CTCM) certification required within 6 months of hire.
- Project Management Professional (PMP) certification is preferred.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of architectural and construction methods; and practices of project management.
- Knowledge of laws, rules, regulations, and codes associate project assignment.
- Knowledge of budget policies and principles.
- Knowledge of contract policies and procedures.
- Skill in adapting, interpreting, and applying guidelines and standards.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
Work is performed in both an office setting and on active construction sites. While there are no unusual dangers
involved, the position will involve exposure to dust, environmental allergens, pathogens, and other microorganisms
consistent with business activities and human contact. The position holder must be able to climb stairs and ladders and
navigate project sites. Additionally, they must be able to work effectively with people under varying conditions, sit for
extended periods at a computer, and work beyond a standard eight-hour workday when necessary. There may also be
exposure to outdoor elements, dust, noise, and potentially hazardous materials. Physical requirements include the ability
to lift and move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
