SUMMARY - Performs intermediate level and specialized recreation work in the active instruction and supervision of recreational activities; performs administrative and staff supervisory functions. Work includes planning recreation activities, supervising recreation personnel and evaluating program results. An employee in this class plans for, develops, implements and supervises all phases of a recreation program to include: adult and youth sports, day camps, sport tournaments and recreation activities. Work includes responsibility for program budget proposal and control, program and annual report summaries, distribution of equipment and supplies, general accounting, and general management of operations and office procedures. Schedule includes evenings and some weekends and holidays. Performance evaluation is based on management and effectiveness of programs. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Plans and develops recreational activities and services to meet needs in community. Assigns and supervises personnel to conduct activities or may personally conduct; fills in as needed to make activities successful; coordinates activities into complete programs.Prepares/conducts studies of recreational needs; recommends programs to fill needs; provides feasibility information for same.Evaluates and prepares reports on recreation programs; modifies and improves programs as needed; speaks to community groupsPrepares budget requests; authorizes expenditures and negotiates/prepares contracts/agreements.Develops government funding proposals; serves as technical advisor to other department personnel and provides technical assistance to other outside groups.Markets programs and department operations; creates fliers, attends health & job fairs, presents at local schools, administers social media and performs positive public relations.Performs minor first aid as needed; completes necessary reports; constantly scans participation areas for safety. Coordinates activities with other program staff.Solicits sponsorships and donations to support programs and activities offered to the community.SUPERVISORY RESPONSIBILITIESManages subordinates who supervise 2-15 employees in the Programs. Is responsible for the overall direction, coordination, and evaluation of this unit. Also, directly supervises 15-50 non-supervisory employees and volunteers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees, recruiting, training, certifying and evaluating volunteers; planning, assigning and directing work; appraising performance; rewarding and disciplining employees/volunteers; addressing complaints and resolving problems.
