The Parker Police Department is seeking a Community Service Officer (CSO) to support the Patrol Division by handling non-sworn law enforcement duties that do not require arrest authority. CSOs respond to animal control and municipal code violations, as well as non-emergency calls-for-service such as those with no immediate threat or viable suspect information. Duties are carried out via telephone or in a specially marked vehicle. 

HIRING RANGE FOR THIS POSITION IS EXPECTED TO BE $24.72 - $29.66/HOUR. The full salary range for this position is $24.72 - $34.60/HOUR. This position is full time with benefits and is an hourly position. 

Work hours are four (4), ten (10) hour days to equal forty (40) hours per week. Schedule may vary but is typically Wednesday through Saturday 7am-5pm. Hours are subject to change and flexibility is required. Day, evening, weekend and holiday work may be required.

You must be able to pass an extensive background check including but not limited to: criminal history search, credit check and polygraph examination.

Under general supervision, this position issues citations or summonses, responds to complaints and advocates for responsible pet ownership while enforcing and educating the public on the Town of Parker Municipal Code.

  • Conducts on-site inspections to determine compliance with Municipal Code, drafts notices of violations, issues warnings, citations, writes summonses into Municipal Court.
  • Educates the community, landowners, the public, pet owners and other Town and governmental entities on Town laws, ordinances, codes and regulations specifically Title 6, 7, 8, and 9.
  • Enforces animal care/control ordinances; responds to calls for service regarding animals.
  • Enforces all parking ordinances.
  • Assists patrol when required with found property, traffic direction, trespass notifications, camping violations, and other non-emergency calls for service.
  • Initiates appropriate corrective action on potential violations including testifying in court as required.
  • Documents and maintains all records taken to achieve compliance with Town laws, ordinances, codes and regulations; gathers evidence, prepares reports.  
  • Develops and implements educational and outreach programs for citizen groups, the community and the general public.
  • Performs other related duties as assigned. 

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.  

Requires a high school diploma or GED equivalent supplemented by two (2) years of related experience. 

 An associate degree in public administration, public relations, animal behavior, animal science, criminal justice or related field is preferred. 

 Two (2) years of code enforcement or animal care/control is preferred. 

 Possession of or ability to obtain State and National Animal Control certifications within eighteen (18) months of hire. 

 Possession of or ability to obtain one (1) of the following certifications within eighteen (18) months of hire: the Colorado Association of Code Enforcement Officials, the American Association of Code Enforcement, the International Code Council Certified Zoning Officer, or the International Code Council Certified Property Maintenance/Housing Inspector. 

 Possession of or ability to obtain a valid Driver’s License issued by the State of Colorado for the type of vehicle operated; safe driving record and minimum of two (2) years of driving history.

  • Knowledge of modern office practices and procedures. 
  • Knowledge of legal aspects of municipal code enforcement and administrative procedures. 
  • Knowledge of municipal zoning regulations, principles, practices and procedures. 
  • Skill in mediation, negotiation, and conflict resolution techniques. 
  • Skill in the use of computers and various software programs.
  • Skill in verbal and written communication.
  • Skill in the operation of computers and other types of modern office equipment.
  • Ability to provide positive customer service attitude towards all people and handle challenging situations. 
  • Ability to operate and repair small/light equipment, such as power tools.
  • Ability to be self-motivated and take initiative while working independently with little to no supervision.
  • Ability to read and interpret maps.
  • Ability to work irregular hours or on-call weekends, evening, holidays, and/or during emergency situations. 
  • Ability to successfully complete a pre-employment background including but not limited to criminal background, physical agility, drug screen, polygraph, etc.

Tools & Equipment

Require frequent use of general office equipment, small hand tools, and an automobile. Requires occasional use of a Taser, OC, ASP, ballistic vest, leash, catch pole, and other animal control tools. 

 Physical Demands

Requires regular sitting, standing, walking, talking, handling, feeling or operating objects, stooping, kneeling, crouching, or crawling. Requires reaching with hands and arms, climbing and balancing, Requires moderate physical activity with frequent heavy lifting, up to fifty (50) pounds. Without assistance, the employee is occasionally required to safely and humanely lift animals weighing up to one hundred (100) pounds, three (3) feet off the ground and into cages in a truck. Employee must communicate clearly and effectively; must understand and by understood. Specific vision abilities required include close and distance vision acuity, night vision, color vision, peripheral vision, depth perception and ability to focus, allowing a broad field of vision. 

 Environment

Work is frequently performed in indoor and outdoor conditions with varying temperatures. The noise is quiet to moderate in the office but may range from moderate to extreme in the field. The employee is occasionally exposed to wet or humid condition or airborne particles.
