UI Health Care's department of Finance and Accounting Services is seeking a Manager, Capital Budget, to supervise and coordinate the preparation of the annual capital budgets for University of Iowa Health Care Medical Center. The manager will work closely with the Director of Budget and other UI Health Care teams to assist in the capital spending approval process and monitor actual expense versus budget on a routine basis, keeping them informed of changes to policy and procedure that may impact operations.
Position Responsibilities
- With Director of Budget oversight, lead in the planning, development and compilation of the capital budget for University of Iowa Health Care.
- Analyze and prepare data for use in the capital request process including incremental revenue, incremental expense, and cost assumptions.
- Provide on-going support to departmental and management staff regarding financial performance, data, and processes.
- Manage the annual depreciation budget process.
- With Director of Budget oversight, coordinate the quarterly preparation of the 10-year financial plan stress test and cash projection
Financial Reporting
- Manage and validate the accuracy of departmental capital requests for new projects and facilitate the communication of quality proposals to UI Health Care leadership for final decision making.
- Supervise and coordinate the capitalization of projects within UI Health Care. Make recommendations regarding appropriate policies, procedures and guidelines.
- Monitor and report on monthly project and capital category expense versus budget. Contact departmental managers to analyze and understand variances. Support actions to implement corrections.
- Develop, implement and maintain the Strata capital budget system and other data sources used to support the budget process.
- Develop reporting as needed to communicate financial and statistical data to management.
- Lead the development of systems and processes used for data collection and reporting used in the capital spend tracking process.
- Provide guidance and analysis for departmental and management questions and for new requests as they arise.
- Manage and refine equipment replacement plan.
- Create ad-hoc reports including historical costing, general accounting, and financial planning.
- Assist in month-end reconciliations and year-end accounting of accruals and plant fund budgeting.
- Oversee capital project spending on bond and gift funds.
Leadership and Training:
- Support departments and coordinate education on capital process.
- Coordinate feedback from users to improve capital budgeting system and procedures.
- Lead training and development of new department staff.
Required
- A Bachelor’s degree in Business Administration or Accounting or an equivalent combination of education and experience is required.
- 7 years of accounting, auditing, cost accounting, budget and/or financial analysis experience.
- Demonstrated proficiency in complex financial and statistical analysis and presentation.
- Excellent written and verbal communication skills.
- Demonstrated proficiency in computer software applications.
- Demonstrated ability to resolve problems and develop operational solutions.
- Demonstrated ability to develop and manage a high performing and collaborative team
- Demonstrated experience working effectively in a welcoming and respectful workplace environment.
- 4 years of relevant healthcare accounting experience. Preference given to a background in an academic setting
Desired
- A Master’s degree in Business Administration or Accounting
- Knowledge of University of Iowa financial and operational policies and procedures
