Job Summary:
To provide leadership and management to all lab personnel and ancillary personnel in a lab setting. Manages all clinical functions and operation of the lab. Ensures test results are of the highest quality, creates systems to monitor data, quality and performance to provide efficient and effective delivery of all laboratory services. Develops and implements and ensures processes, policies and procedures that assure laboratory compliance with federal, state and private payer health care program requirements, laboratory accreditation/certification standards, and UMMC organizational policies.
Education & Experience
Bachelor's degree required, master's degree preferred in related science with certification and completion of approved structured program in medical technology, cytotechnology, histotechnology or equivalent knowledge as defined by federal and state regulations and 6 years of experience in a clinical laboratory.

- Develops and implements effective technical quality control and performance improvement programs that meet the need of system initiatives. Monitors, reports, and improves key quality performance indicators. Ensures test results are of the highest quality, creates systems to monitor data, quality and performance.
- Develop and maintain knowledge and expertise on all applicable regulations, licensure requirements, accreditation standards, inspection checklists and quality system requirements pertaining to laboratory. Report all changes in test menu to the State Department of Health, CLIA office or Lab Accreditation Agency. Maintain current CLIA licensure and proficiency testing records in compliance files.
- Coordinate annual selection and ordering of proficiency testing surveys. Monitor, review and evaluate proficiency testing outcomes and deficiency responses. Report and track proficiency testing performance. Facilitate resolution of proficiency testing concerns. Ensures regulatory and accreditation standards are met. Facilitates system technical work teams and participates in system-wide teams and committees. Research regulatory and accreditation issues. Consult with resources at State Department of Health, CLIA office, Lab accreditation agencies and UMMC compliance resources on regulatory, accreditation and organization requirements.
- Provides strategic, creative and innovative leadership to lab while keeping departmental goals as a focus. Maintains list of projects, goals, and ideas for future. Demonstrates ability to manage projects and complete them successfully and in a timely manner. Actively participates in recruitment, mentoring, and coaching to include customer service orientation, problem solving, conflict resolution, and disciplinary action to maintain qualified staff. Creates, develops and facilitates standardization of technical procedures. Performs business case analysis on test offerings and operations to assure appropriate levels of services are maintained.
- Provides effective personnel management. Ensures appropriate staffing, productivity, training, development and technical competence are maintained. Enforces policies and administers discipline appropriately. Facilitates oversight of employee performance evaluations. Focuses on employee satisfaction and retention. Interviews, selects and hires employees. Encourages and facilitates employee development. Empowers staff to participate in unit decisions regarding patient care delivery, work environment, and day to day operational activities to increase employee engagement and improve services.
- Networks outside department and facility, creating business relationships with others. Maintains productive relationship with medical and lab director. Stays abreast of coming trends in laboratory medicine.
- Assists medical director and supervisor to prepare budget, fee schedules, equipment budgets, and contract for IHL. Provides effective system technical leadership through direction, oversight, goal setting, and consultation that are consistent with the strategies, goals and budget. Aligns department goals and manages resources and budgets to meet strategic objectives. Helps others understand the drivers of financial success for the department and the hospital. Maintains fiscal responsibility relative to capital and operating budgets, variance analysis, and trends in productivity, volume, acuity and service.
- Provides financial management of, technical projects and issues to ensure cost effective operations. Looks for revenue and cost-saving ideas. Facilitates technical purchasing efforts including contractual and capital negotiations to ensure best values are obtained and increase cost effectiveness.
- Serves as a communication liaison for the laboratory services. Interacts with hospital site laboratories, physicians and other healthcare professionals. Promotes teamwork and customer service with organizational initiatives.
