Job Description
The Construction Program Manager is responsible for up to 10 direct reports (project managers and estimators), manages operating budget for their area, and manages an annual project budget of $6-8 million, overseeing an average of 750 - 2,000 projects ranging in value from $2.5K to $2.5M. Key duties include managing project budgets and billing, collaborating with external design firms, contractors, and local / state municipalities to ensure successful project outcomes, and participating in design and construction team meetings. This position supports and reports directly to the Director of In-House Construction Services, stepping in during his absence as needed.
Responsibilities
- Supervise all project management staff, delegating project workloads to Project Managers and Estimators.
- Collaborate with Estimators to review project estimates, scope of work, and construction documents for accuracy and completeness.
- Oversee the processing and approval of project closeout documents. Coordinate communication with other Facilities Services units, local municipalities, and University System and State departments on project matters.
- Manage the unit's operating budget and billing, ensuring all documentation is complete and accurate.
- Write scope specifications for campus contracts, i.e. contracted services and materials.
- Plan and prioritize construction projects to ensure a smooth and efficient workflow.
- Ensure the scope of work is accurately reflected in the original estimate.
- Monitor and document the progress of work, providing regular status reports.
- Prepare budget documents, specifications, details, and contract designs; offering guidance and support to Project Managers and Estimators as necessary.
- Manage project additions, estimate adjustments, and evaluate potential schedule impacts.
- Assess if client requests for additional work require additional funding.
- Review project drawings, identify potential issues, and collaborate with construction teams, architects, engineers, and other design personnel to ensure the scope of work aligns with University standards.
- Enforce required state project policy and procedures and communicate with the Department of Capital Projects (DCP) and UT System regarding ongoing projects.

Required Qualifications
Minimum of Ten (10) years in the Construction industry experience specifically related to project management, carpentry, electrical, plumbing, and mechanical.
Ability to read and interpret building system plans, details, schedules and specifications.
Valid Driver's license
