Job Summary
The Assistant Vice President of Talent, Culture and Engagement ( TCE ) provides strategic leadership, planning and implementation of organization focused human resources programs for the campus community. As a trusted advisor, the AVP of TCE provides guidance on a broad range of operational and strategic initiatives to further the strategic plan of the University. The role is responsible for building and motivating a respected human resources team. The role is responsible for creating comprehensive, integrated human resource management programs, including Workforce analysis and planning; Employment / Talent Acquisition (recruitment); HR Support Services and assuring compliance with relevant programmatic and reporting mandates.
This role will be pivotal in focusing on shaping organizational culture.
Essential Duties and Responsibilities
Working closely with the division’s Senior Leadership Team providing collaborative leadership in developing sound strategic policies, practices and responses to address the broad spectrum of HR programs, policies and employment issues based upon the current needs of the organization.
Assessing the long-term needs of the organization and recommending organization development, planning and change, including anticipating and scaling HR processes to meet growth demands while mentoring HR team members. Continually being open and fostering organizational change as the needs of the university shift.
Formulate departmental strategies, deliver HR initiatives, and provide leadership direction in HRIS and Talent Acquisition systems and frontline HR services including website maintenance.
Oversight of all staff and temporary recruiting functions and associated systems / software.
Oversight of student employment policies, job design, and student employment placement upon graduation.
Oversight of HR data analysis, Analyzing HR metrics to identify trends and inform decision-making.
Acts as an internal consultant for development of policies and procedures and periodically assesses the congruency of current processes with current human resources management best practices. Researches and analyzes policies related to employment, working conditions and the health and safety of all employees.
Assures campus policies and procedures do not conflict nor supersede existing regulations, codes, laws or labor agreements and provides best practice strategies and quality controls based on established metrics. Develops guidelines pertaining to employment processes.
Develop workflows, policies and procedures for continuous improvement of the HR organizational effectiveness and overall operations.
Carry out supervisory responsibilities in accordance with the organization’s policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; recommending personnel actions; addressing complaints and resolving problems.
Serves as a professional advisor and colleague with senior administrators within the Divisions and Colleges on workforce planning / analysis, talent management, HRIS, and related activities to support and or enhance the operational effectiveness of these units.
Provides guidance and assistance on technical procedures / policies and provides professional counsel on specific personnel matters.
Evaluates alternative solutions, and exercises innovation and creativity in researching problems and considering different solutions.
Performs additional duties as assigned.
Minimum Qualifications
Bachelor’s degree from a four (4) year accredited institution or equivalent.
Eight (8) years of progressively responsible experience in three (3) or more of the functions of human resources management.
At least three (3) years of senior-level human resource management experience.
Preferred Qualifications
Experience in design, development, and implementation of effective organizational strategies and plans, human resource databases, acquisition management systems.
Experience in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new systems and processes.
Knowledge, Skills and Abilities
Professional interpersonal, communication, and presentation skills.
Excellent written and verbal communication.
Demonstrated knowledge of systems, methods, and administrative procedures for planning, organizing, and directing human resource services and programs.
Ability to exercise the utmost confidentiality and discretion.
Ability to manage change throughout the organization.
Professional knowledge of state and federal employment laws and regulations.
Exceptional supervisory skills with strong coaching and conflict resolution abilities.
Must be able to work at all levels of HR – strategic, operational, and tactical.
Demonstrated ability to work collaboratively with all staff and influence outcomes across departments.
Excellent organizational skills and ability to motivate teams to produce quality materials within tight time frames and simultaneously manage several projects.
Ability to respond to multiple and competing demands.
Proficient computer skills in the Microsoft environment, including Outlook, Word, Excel, PowerPoint.
