Summary:
Workforce Group (WFG) is seeking an experienced and mission-driven Senior Individual Assistance (IA) Officer to support potential emergency operations in Kentucky. Embedded at the Emergency Operations Center (EOC), this rapid-response role will coordinate with FEMA, state, and local partners to deliver critical recovery services such as housing assistance, case management, and sheltering support. The position may expand based on operational needs and will play a key role in ensuring timely, equitable support for disaster survivors.
Location: Frankfort, KY
Duties and Responsibilities:
- Serve as the state's primary subject matter expert on Individual Assistance (IA) programs and federal disaster recovery protocols.
- Represent the state in coordination meetings and briefings with FEMA and other federal, state, and local partners.
- Manage and implement IA programs including but not limited to: Housing Assistance, Disaster Case Management, Crisis Counseling Assistance and Training, and Disaster Legal Services
- Support Joint Preliminary Damage Assessments (JPDAs) and contribute to Stafford Act eligibility determinations.
- Develop and maintain IA program guidelines, SOPs, and outreach materials.
- Provide technical assistance and training to local government officials, nonprofit organizations, and community stakeholders.
- Monitor data collection and program performance to guide resource allocation and improve service delivery.
- Ensure compliance with federal and state regulations and maintain accurate documentation throughout the disaster lifecycle.
- Collaborate with sheltering support and National Call Center (NCS) teams as mission needs evolve.
- Perform other job-related duties as assigned.
Qualifications, Knowledge, Skills, and Abilities: Minimum of five (5) years of experience in disaster recovery or emergency management, with a strong focus on Individual Assistance programs. In-depth understanding of FEMA IA programs, Stafford Act provisions, and relevant state emergency assistance policies. Experience operating in or alongside Emergency Operations Centers (EOC) or Joint Field Offices (JFO).
- Strong leadership, organizational, and communication skills in high-pressure environments.
- Proven ability to coordinate complex, multi-agency operations with a focus on survivor-centered service delivery.
- Proficiency in Microsoft Office Suite and emergency management tools (e.g., WebEOC, EMGrantsPro).
- Ability to deploy rapidly, travel within the state as needed, occasionally out-of-state and work extended hours including weekends.
- FEMA badge or clearance preferred; must be eligible to work in the U.S.
