The Digital Transformation Vertical Vice Presidency was established on July 1, 2024, and will guide World Bank Group efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. Development Effectiveness Unit
The Development Effectiveness Unit will play an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, program management including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit will support VPU’s engagement on corporate priorities including Knowledge Compact, Operations Efficiency and Effectiveness, Corporate Scorecard and other initiatives aimed at achieving speed, scale and impact.

- Digital Core: Building digital infrastructure through broadband network, affordable devices; Enhancing data infrastructure including data centers, cloud solutions and data governance; Enabling AI and cutting-edge technology applications; and Protecting institutions, businesses, and citizens through cybersecurity, data protection & privacy, trust services as well as online safety.
- Digital Use: Supporting the Regions and the Verticals of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of clients through Digital Government (digital public infrastructure, digital government services, and digital literacy and training), Digital Economy (national ICT planning, ICT industry and jobs, and smart infra and industry) and Digital Society (digital school, digital health, etc.).

Job Duties And Responsibilities
The Senior Knowledge Management Specialist position reports to the Manager for Development Effectiveness Unit. Key responsibilities include:
- Knowledge Management Strategy Development: Lead the development and implementation of a comprehensive knowledge management strategy to support the Digital Transformation Vertical’s goals and objectives; and ensure alignment of the strategy with the Bank’s Knowledge Compact in collaboration with the Directorates for Knowledge and Learning, Innovation and Outcomes.
- Content Management and Curation: Coordinate the work of the World Bank Group Academy in the Vertical in partnership with the Directorate of Knowledge and Learning; oversee the creation, curation, and dissemination of knowledge content related to digital transformation initiatives; and ensure that content is accessible, up-to-date, and relevant to stakeholders.
- Collaboration and Stakeholder Engagement : Foster collaboration and knowledge sharing among internal and external stakeholders, including Regions, Verticals, IFC, MIGA, academics, and think tanks; and engage with various departments to identify knowledge needs and gaps, and develop solutions to address them.
- Digital Tools and Platforms Management : Manage digital tools and platforms used for knowledge management, ensuring they meet the needs of the organization and comply with ITS policies and procedures; and oversee the implementation and maintenance of knowledge management systems and technologies.
- Learning and Capacity Building: Develop and deliver training programs to build capacity in knowledge management practices across the Digital Transformation Vice Presidency; and provide guidance and support to staff on best practices in knowledge management.
- Monitoring and Evaluation: Establish metrics and processes to monitor and evaluate the effectiveness of knowledge management initiatives; and continuously improve knowledge management practices based on feedback and performance data.
- I nnovation and Best Practices: Stay abreast of emerging trends and best practices in knowledge management and digital transformation; and promote innovation and the adoption of new approaches to enhance knowledge management within the organization.
- Master’s Degree in a directly related discipline (e.g. knowledge management, information
- management, organizational, development, library sciences, etc.);
- 8 years of relevant professional experience;
- Demonstrates ability to think and work across WBG, practices and sectors; and integrates divergent viewpoints of multiple external and internal stakeholders into a coherent project / program / strategy
- Demonstrates proven experience using information and knowledge services to support, facilitate, and enhance the activities of users, teams, and the Bank.
- Applies in-depth understanding of KM to provide advanced information and knowledge support to users through user cases, scenarios, and documented workflows.
- Actively promotes transfer of skills, knowledge (both explicit and tacit), best practices, innovation, and lessons to relevant individuals and teams within the Bank.
- Applies deep understanding of KM to design and implement workflows, processes and solutions to capture relevant information and knowledge.
- Employs strong understanding of KM and user behavior to guide consultations with users to observe, clarify, and assess conditions, behaviors, and practices to understand stated, unstated, and trending knowledge needs and how to respond to these.
- Provides recommendations on managing information and knowledge resources to align with the Bank-wide approach and plan
- Demonstrates strong expertise in knowledge management to engage in best practices in explicit and tacit knowledge capture, access, use, sharing, and retention.
- Applies strong understanding of KM, technology concepts, and digital platforms to advise and facilitate technology use and evolution within the broader KM group and ultimately by users. Employs understanding of KM and technology to maintain awareness of new and innovative products and provide ongoing feedback to central KM.
- Applies understanding of KM and technology to identify, assess, and communicate user and business unit requirements to central KM unit.
