Primary Purpose and Function
Oversee a comprehensive and integrated risk and safety area of service. They develop, implement, and manage services intended to reduce and/or eliminate occupational injuries, illnesses, and deaths. They oversee and ensure agency accreditation standing, performance and quality improvement, and serve as the primary contact and subject matter expert on required reporting to the Council on Accreditation (COA).
Works closely with the departments to ensure key performance indicators are identified and tracked, and effective business operations and quality programming are occurring.
Required Qualifications:
· Bachelor’s Degree in a related field (healthcare administration, nursing, social work, etc.)
· Minimum of five (5) years related experience
· Minimum of three (3) years supervisory experience
· Previous project management experience
· Demonstrated proficiency in the use of Microsoft Office and the ability to use various software programs
· Experience with medical practice software (EMR), and related applications
· Must be able to successfully pass a comprehensive criminal background check (Federal and state)
· Must possess a valid WA state driver’s license; satisfactory Motor Vehicle Report (MVR)
· Ability to work evenings, nights, weekends & holidays as needed
· Perform other duties as assigned
Preferred Qualifications
· Master’s Degree in a related field
· Experience in risk and compliance, and Council on Accreditation (COA) standards
· Experience using Kipu EMR system

Compliance
· Develop, implement, and evaluate THIRA program services
· Ensure program service compliance with applicable laws, regulations, and professional standards, including protected health information (HIPAA compliance
· Oversee all THIRA program materials, and ensure manuals are standardized and consistently updated
· Research, develop, and implement quality improvement programs to improve program services outcomes
Risk and Safety
· Develop, implement, and manage accident-prevention and loss-control systems and services for incorporation into agency policies and procedures
· Collaborate with the Facilities Department to appraise and identify conditions that could result in accidents and evaluate the potential extent of any possible resultant injuries
· Compile, analyze and interpret data related to exposure factors of occupational accidents and illnesses, and prepare the corresponding reports
· Plan and coordinate agency-wide emergency preparedness activities
· Collaborate with Human Resources and the Finance Departments on agency Labor and Industry matters
· Lead and coordinate all aspects of agency safety and advise and assist departments, divisions and subsequent committees with training and policy enforcement activities
· Facilitate Safety Committee meetings
· Review employee, volunteer, contracted provider, and vendor related incident reports
· Determine the presence and/or absence of patterns, trends, and opportunities for improvement in employee safety at work locations
· Conduct interviews with employees and management as a follow-up to employee and near miss events
· Provide reports, interview notes and recommendations to improve practices that mitigate future incidents
· Review accidents and property damage that involve insurance claims and function as the point of contract with insurance companies
· Oversee site safety assessments, ensure assessments are performed bi-annually, documents are thoroughly completed, and work-orders are filed as appropriate
· Oversee the annual review of the Workplace Violence Prevention plan, and ensure best practices are incorporated into THIRA’s Workplace Violence Prevention training
· Attend and participate in appropriate committee and/or department safety meetings in which performance improvement activities occur
· Share risk and safety data and information when serving as the subject matter expert and member of the Risk Management Committee
· Inform the Executive Director of all compliance related issues
· Prepare Risk and Safety reports at the request of the Executive Director
Performance and Quality Improvement
· Collaborate with the Directors of Program to oversee the maintenance of documentation needed for effective program operations that ensures compliance with accreditation standards and licensing regulations (i.e., program manuals, process flowcharts, etc.)
· Work closely with the leadership in Program and Support Services, to effectively track, analyze, utilize, and report performance data
· Serve as the primary contact and subject matter expert for the agency on Council on Accreditation (COA) standards
· Collaborate with the Chief Risk and Compliance Officer to lead all Council on Accreditation (COA) re-accreditation processes
· Oversee the completion of the Council on Accreditation (COA) Annual Report and any additional data submissions required to maintain ongoing accreditation status
· Serve as the primary point of contact for Performance and Quality Improvement (PQI) processes agency wide
· Oversee the collection of the quarterly and annual Performance and Quality Improvement reports
· Provide training and support to employees on Performance and Quality Improvement processes

Working Environment
Work is performed primarily indoors, with both artificial and natural lighting. Equipment includes standard office equipment, i.e., computer, telephone, fax machine, copier, printer, and scanner. Physical demands include sitting, walking, standing, bending over, repetitive use of hands, and lifting up to 25lbs. Position requires close contact with all THIRA Health staff and mental health patients. Hours and days can vary within a Saturday through Friday workweek.
