Job Description: Thompson Gray is seeking a highly motivated individual with a strong work ethic to support the U.S. Army's Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Cyber, Test, and Training (PM CT2) in Orlando, Florida. The position requires at least 5 years of experience as a Budget, Finance, or Program Analyst. Successful candidates will have excellent communication, quantitative, research, and analytical skills in addition to the following skills and experience.
Full-Time/Part-Time: Full-Time
Worksite details: Hybrid work schedule requiring onsite work 2-3 days per week in Orlando, FL.
Duties will include:
- Experience in the financial execution of appropriated funds, including Research, Development, Testing and Evaluation (RDT&E), Operation and Maintenance (OMA), Procurement, Congressional Adds, and Foreign Military Sales (FMS).
- Review and analysis of commitments, obligations, and disbursements of financial data using GFEBS ERP and GFEBS BI functions.
- Research and interpret standard and non-standard guidance to develop guidance, resolve complex issues on a wide range of topics within assigned programs.
- Provide advice and guidance to management for solutions to complex issues. Prepare and present information to support recommended solutions.
- Ability to communicate with succinct, clear, and concise information.
- Participate in meetings with leadership and collaborate with all levels of staff.
- Ability to translate and summarize detailed and complex data and condense into understandable language appropriate for the target audience.
Position Requirements:
Education: BA/BS degree required, preferably in Accounting or Business.
- 5 years in the financial and resource management field primarily as a Program, Budget and/or Financial Analyst or Budget Officer in an Army Organization.
- Broad experience in Budget and Financial Execution, i.e., Developed Obligation Plans & Disbursement Plans and track against OSD goals, understands and researches Fiscal Law and other Financial Regulations.
- 5 years in various Army financial systems (GFEBS, PMRT/CCaR, GCSS-Army, EDA, DARQ, WAWF and SDW (researching contracts and disbursement issues).
- Experience with Army financial management and knowledge of Army standards, systems, processes, and data.
- Proficient in Microsoft Office platforms, including collaboration on Teams.
Software: The successful candidate will have hands-on experience with the following Army/DoD systems:
- GFEBS ERP and BI (must have had active user account within the last 3 years),
- Advana DAR-Q (Dormant Account Review - Quarterly, also known as JRP (Joint Reconciliation Program).
- PIEE, with experience using WAWF, SDW, and EDA to research contracts and disbursement issues.
- PMRT/CCaR experience is a plus.
- Must be highly skilled with Microsoft Excel, including the use of advanced functions. Ability to export, organize, analyze, and consolidate large volumes of financial data.
Clearance: Must have an active Secret clearance.
