What are the responsibilities and job description for the LIHTC Property Manager position at Thrive Alliance?
The LIHTC Property Manager (PM) must meet responsibilities as assigned by the LIHTC Regional PM within allotted time frames and within policies and procedures outlined in Thrive Alliance manuals. The LIHTC PM contributes to the success of the organization by ensuring that all rental properties operate efficiently to meet resident needs and comply with all grant requirements. The LIHTC PM manages the LIHTC properties and Maintenance staff. The LIHTC PM collaborates closely with the LIHTC Regional PM and Maintenance staff to ensure that properties are well maintained.
Key Outcomes, Expectations and Responsibilities:
Compliance:
- Complete all recertification documents, paperwork, and properly fill out Recertification Worksheet.
- Ensure move-in and recertification files are accurate and complete.
- Process Lease preparation and ensure accuracy of all information.
- Complete all reports that pertain to the compliance of the property, including annual reports to IHCDA and FHLBI.
- Develop and maintain a rental unit waiting list of qualified applicants.
- Monitor occupied units for resident compliance with program guidelines and rules.
- Participate in educational opportunities related to the position.
Financial:
- Manage the leasing process, including marketing, resident screening, income certifications, and lease renewals in accordance with LIHTC and other funder regulations
- Monitor financial performance including rent collections, accounts payable, and accounts receivable for assigned properties.
Monthly Reporting
- Oversee the daily operations of assigned properties, ensuring all activities comply with LIHTC and other funder regulations and deadlines
- Prepare and submit up-to-date records of all resident files and property transactions including necessary documentation for LIHTC compliance
- Prepare and submit required tenant and property reports to regulatory agencies
Project Upkeep
- Conduct regular property inspections to ensure properties are well-maintained and meet all safety standards
- Coordinate maintenance and repair activities, ensuring prompt resolution of residential issues
- Handle resident complaints and disputes in a professional and timely manner
