The Thurston County Auditor is seeking a Financial Services Manager . This position is responsible for the overall management of the Financial Services division of the Thurston County Auditor's Office. This position supervises professional auditors, managers, analysts, accountants, and accounting assistants. Responsibilities include oversight of effective administration and internal controls of the comprehensive accounting, accounts payable, accounts receivable, payroll, grants management, budget monitoring, capital assets, labor/job costs, project costs, and financial guidelines of the County. This position works extensively with elected officials, department directors, and other agencies.

This is an at-will position that is appointed and serves at the pleasure of the elected County Auditor.

Essential functions may include, but are not limited to, the following:

  • Manages operations of the Financial Services division of the Auditor's Office to achieve goals within budgeted funds and available personnel.
  • Provides planning leadership and direction and develops strategic short and long-range goals and objectives for efficient operations.
  • Plans and organizes workloads and staff assignments, reviews progress, and adjusts priorities as needed to assure work is performed efficiently.
  • Develops and implements external and internal customer service strategy for carrying out the services and functions of the office.
  • Assess staffing needs, recommend modification of staffing levels; conduct performance evaluations and develop performance measures and standards.
  • Identify training and development needs and coordinate appropriate training for staff.
  • Investigate employee issues, grievances and complaints involving subordinates and implement resolutions and/or take disciplinary actions.
  • Approve leave requests, overtime and assure adequate coverage during staff absences.
  • Controls, monitors, and administers the financial accountability of Thurston County in the recording and reporting of financial data, including the Annual Comprehensive Financial Report (ACFR), the Indirect Cost Plan and other monthly, quarterly, and annual reports.
  • Recommends and reviews accounting methods and priorities to unify County financial reporting programs.
  • Ensures that accounting and other systems conform with BARS, Governmental Auditing, Accounting and Financial Reporting Principles, RCW's, local ordinances, and applicable state/federal regulations; that the County Budget is developed, monitored, controlled and modified in accordance with regulatory statute; and that the fiscal position of the County is fairly represented to management and in public reports.
  • Serves as liaison with various government or other agencies.
  • Manages financial analysis and long-range planning services and oversees the research, development and recommendations for a variety of multi-year work plans, reporting formats, and financial estimates.
  • Interprets and provides direction on financial cost information and budget reports for management.
  • Oversees the management of integrated information and identifies automated financial systems design and applications to meet accounting needs.
  • Oversees a broad range of consulting services to departments, offices, advisory and citizen groups, and to the Board of County Commissioners.
  • Leads or serves on various accounting task teams.
  • Serves as ex officio member and secretary to the Financial Management Committee and Internal Audit Committee.
  • Works within the County to establish priorities for departmental accounting personnel.
  • In the absence of the Chief Deputy Auditor, acts on their behalf.

WORKING CONDITIONS:

Work is generally performed in an office environment but may require travel to meetings at outlying sites.

QUALIFICATIONS:

  • Bachelor's degree in Accounting, Finance, Business Administration or a closely related field.
  • Four years of increasingly responsible experience in government finance, accounting, auditing, and financial reporting, with two years of supervisory experience and three years of budget management or experience in managing a professional accounting office.
  • Advanced and comprehensive working knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standard Board's pronouncements (statements, interpretations, technical bulletins, and exposure drafts), Financial Accounting Standards Board pronouncements, Generally Accepted Auditing Standards, and other pronouncements of nationally recognized accounting and auditing organizations.
  • Ability to utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking.
  • A valid Washington State Driver's License.
  • Must pass background check.

DESIRED SKILLS:

  • An MBA or MPA in finance, accounting, management, business administration or equivalent.
  • A State of Washington certificate as a Certified Public Accountant.
  • Advanced and comprehensive working knowledge of designing, developing and implementing automated financial information systems.
  • Advanced and comprehensive working knowledge of cost allocation and designing, developing and implementing cost allocations plans.
  • Advanced and comprehensive working knowledge of administration of state and federal grants.
  • Experience in preparation of an Annual Comprehensive Financial Report (ACFR).
  • Experience in Oracle Fusion Cloud ERP Applications.
  • Trained in Six Sigma Lean business principles.
