Job Duties and Responsibilities:
Benefits Programs:
- Administer and optimize the organization’s captive insurance benefits program.
- Analyze claims data to identify cost-saving opportunities and improve employee coverage.
- Ensure compliance with relevant laws and regulations related to benefits.
- Promote strong engagement with employees and families with all offered benefits.
Budgeting and Cost Containment:
- Develop and manage the HR department’s budget.
- Identify and implement cost-saving measures without compromising quality or compliance.
- Monitor and analyze HR-related expenditures to ensure financial efficiency.
Compliance:
- Manage audits and reporting related to Safety & HR compliance.
- Protect the interests of employees and the company in accordance with company Safety & HR policies and governmental laws and regulations.
- Partner with management to communicate Safety & HR policies, procedures, programs, and laws.
- Conduct a continuing study of all Safety & HR policies and practices to keep management informed.
Employee Engagement and Retention:
- Develop and implement initiatives to improve employee satisfaction and morale.
- Conduct engagement surveys and use results to inform strategies.
- Foster an inclusive, supportive, and dynamic workplace culture.
Employee Relations:
- Respond to employee questions/concerns.
- Maintain the highest levels of professionalism and confidentiality at all times.
- Coach and train managers in their communication, feedback, recognition, and interactions with their direct reports.
- Conduct investigations when employee complaints or concerns are brought forth.
- Develop performance management and improvement systems.
High Expectations and Accountability:
- Set clear performance expectations for HR staff and the organization’s workforce.
- Hold teams accountable for achieving objectives and maintaining high standards.
- Provide feedback, coaching, and professional development opportunities.
- Develop processes and metrics that support the achievement of the organization's business goals.
Internal Staffing Program:
- Continuously improve and manage an internal staffing program to meet dynamic workforce needs.
- Oversee recruitment, onboarding, and training of temporary employees.
- Monitor performance and ensure alignment with organizational standards.
Payroll Administration:
- Oversee the accurate and timely processing of payroll.
- Ensure compliance with federal, state, and local payroll regulations.
- Collaborate with finance to manage payroll budgets and reporting.
Performance Reviews & Succession Management:
· Develop and implement standardized performance review processes aligned with organizational goals.
· Identify key roles within the organization and assess current talent for future leadership potential.
· Design development programs, mentorships, and training to prepare high-potential employees for advancement.
· Foster a culture of continuous feedback and career development to enhance employee engagement and retention.
Recruiting and Talent Acquisition:
- Oversee the development and execution of innovative recruiting strategies to attract and retain top talent.
- Recruit and interview management and executive position candidates.
- Conduct regular follow-ups with managers to determine the effectiveness of recruiting plans and assess personnel needs.
Safety:
- Oversee the continuous improvement and management of all workplace safety programs to ensure employee well-being.
- Ensure compliance with MSHA and OSHA standards.
- Oversee the captive insurance program for WC, GL, and Auto insurance.
Software and Systems Management:
- Oversee HR software platforms, ensuring efficient use and data integrity.
- Evaluate and implement new technology solutions to streamline HR processes.
- Train staff on the effective use of HR systems.
Training and Development:
- Design and deliver training programs to enhance employee skills and leadership capabilities.
- Ensure mandatory training (e.g., safety, compliance) is completed organization-wide.
- Promote a culture of continuous learning and professional growth.
- Provide necessary education and materials to managers and employees.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree preferred
- Minimum of 7-10 years of progressive HR leadership experience
- Proven experience in payroll, benefits administration, compliance, recruiting, and training
- Strong knowledge of HR software systems and relevant employment laws
- Exceptional leadership, communication, and interpersonal skills
- Demonstrated ability to drive accountability, manage budgets, and lead high-performing teams
- Must have a thorough understanding of current legislation and regulations regarding recruiting, hiring and HR practices
- High level of attention to detail
- Ability to multi-task in a fast-paced environment
- Excellent interpersonal skills, verbal and written communication skills, and strong analytical skills
- Proficient in the Microsoft Office suite of products, including Outlook, Excel and Word
- Experience in mining, manufacturing, maintenance service and/or construction industry a plus
