Position Summary:
We are a growing consulting firm in need of a dynamic and reliable Senior Proposal Technical Writer to support our Tidal Basin proposal services team.
As a Senior Proposal Technical Writer, you will work collaboratively with all members of the proposal team, business units, regional executives, capture teams, subject matter experts, and executives to gather data and contribute written content, inclusive of technical and general approach language, project descriptions and resumes, for use within proposals and post submission presentations. You will be an integral to forming and transforming our messaging to align our new brand narrative and incorporate it throughout our proposals.
You will be required to interview subject matter experts to gather necessary technical knowledge and information to formulate cohesive and effective narratives that properly showcase our understanding of the client, the program(s), and scope of work, as well as highlight and showcase the features, benefits and differentiators of Tidal Basin’s services offering.
This role works independently as a member of the proposal team and will report to the Senior Proposal Director. Some limited travel may be required to effectively support a pursuit and/or to attend in-person team meetings.

The candidate will perform the following essential functions:
Content Library Responsibilities:
- Work with proposal managers after each proposal to ensure proposal content library is organized and updated with content and collateral relative to each business unit vertical within Tidal Basin to aid in more efficient future proposal development.
- Work with Technical SMEs to develop new proposal boilerplate content for each business unit.
- Potential to collaborate with additional technical SMEs to develop future boilerplate across all Business Units.
- Develop an ongoing maintenance schedule with the Senior Director and all proposal managers for keeping boilerplate up to date base on past bids.
- Analyze solicitation requirements and develop annotated proposal outline and writing compliance matrix.
- Assist proposal manager, capture manager and/or business unit lead and SMEs with developing proposal strategy, including win themes and differentiators.
- Develop content as assigned by specific proposal and ensure completed by designated proposal review milestones.
- Write and edit resumes and project descriptions specific to RFPs.
- Identify opportunities for graphics development and work with SMEs, proposal managers and designers to develop.
- Assist with developing, implementing, and maintaining a centralized best content proposal library and repository of resumes, project profiles and descriptions, case studies, etc.
- Complete all required compliance training on an annual basis.
- Perform other duties as assigned.
- Understanding solicitation (RFP, RFQ, RFI) requirements
- Federal, state and local government is preferred.
- Advanced writing and editing experience.
- Microsoft Word, Excel, and PowerPoint experience required.
- Detail oriented with strong organizational and time management skills.
- Strong interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionality.
- Ability to multi-task in a dynamic, fast paced matrix team environment.
- Self-starter with a positive attitude and the ability to work effectively both independently and as part of a team.
- Experience with proposal software automation.
- Experience with AI tools for proposals.
- Degree: BA/BS, preferably in a major such as English, Journalism, Communications or similar. Candidates with equivalent job experience may also be considered.
- Years of Experience: At least 4 years of proposal writing experience
