Summary
Seeking a candidate with a broad technical background with a focus on computer networks and IT infrastructure responsible for developing technical solutions and writing technical sections for proposals, a technical resource to help grow our professional IT support services practice – telecommunications, software/systems engineering, network O&M, cyber security – with a focus on DoD programs. This individual will work as an integral part of our corporate business
development/capture management/proposal preparation team, and coordinate with our pricing, cost center, and project managers to leverage operational capabilities and construct best-value solutions that meet/exceed customer needs.
Responsibilities
● Serve as Team Lead for analyzing/interpreting procurement requirements and framing technical solutions (strategy and approach) for large, enterprise-wide proposals as well as task order responses for new IT business opportunities.
● Participate in team discussions to assess/establish competitive strengths and weaknesses, win themes and discriminators, unique features and benefits, critical success factors, and cost/schedule/performance trade-offs.
● Assist in assembling appropriate, technically astute writing teams from within the company and among its teaming partners.
● Lead technical team through proposal outlining, storyboarding, writing, and revision process to include creation and incorporation of meaningful graphics; rewrite technical sections as necessary to incorporate appropriate review comments as well as to ensure readability and consistent emphasis on key selling points/themes.
● Provide technical team input as needed into business management proposal components such as work breakdown structures, staffing levels, project organization, transition planning, performance work statements/metrics, quality assurance, risk mitigation, and pricing.
● Attend and document targeted customer visits, site surveys, and trade shows/conferences to gather and convey marketing intelligence on emerging requirements and technologies.
● Respond to ad hoc sources sought notices/RFIs and contribute to marketing briefings and other materials as need arises.
● Serve as Subject Matter Expert to prime contractor team members in responding to technical requirements within core competencies.
Qualifications
● 10 years experience with architecting, implementing, and managing IT solutions for DoD government clients, specifically the US Air Force, and/or large system integrators.
● 5 years of progressively increased leadership roles in technical proposal development with a demonstrated track record of wins; business capture management a plus.
● Bachelor’s degree, preferably in a technical/analytical field.
● Technical/engineering certification(s) highly desired.
● Must be a US Citizen.
● Extensive experience with Air Force terms and programs.
● Thorough knowledge of AFNet.
● In-depth knowledge of leading-edge tools and technologies to support IT infrastructure (e.g., secure voice/video communications, data centers, help desks) in both the Federal and commercial arenas.
● Awareness of and expertise in the full range of emerging/advanced technology initiatives (e.g., mobile applications, managed cloud, data analytics, virtual desktop integration).
● Familiarity with IT Service Management (ITSM), federal enterprise architecture (FEA), and/or software development/systems engineering life cycle management.
● Familiarity with proposal development, review, and management processes, tools, and methods essential for ensuring requirements compliance and winning new contracts/task orders.
● Familiarity with the Federal Acquisition Regulation (FAR) and/or Defense FAR (DFAR) along with major federal government procurement strategies (T&M, FFP, performance-based) and contract vehicles (GWACs/IDIQs).
● Effective organizational, analytical, time management, problem-solving, and multi-tasking skills and habits; ability to complete assignments under tight deadlines with little/no direct supervision.
● Strong oral and written communication skills (subject to verification), especially a knack for clear and concise presentation of complex technical operating environments.
● Proficient in MS Office; capabilities in MS Project, Visio.
● Able to cultivate solid, productive working relationships with internal managers, staff, and peers as well as partners and consultants and facilitate collaboration towards innovative technical solutions.
● Able to travel and maintain a flexible work schedule to meet unplanned proposal demands.
