EMERGENCY MANAGEMENT COORDINATOR

Position Description

Full-time, Salary

Monday through Friday 0800 to 1630hrs (available for emergency activation 24/7/365)

  • This position manages the equipment and the Emergency Operations Center (EOC). This position is the primary liaison between various organizations and the TCEMA and works in conjunction with the Deputy Director of EMA. Work is carried out with a high degree of independent judgment and discretion, and is reviewed on the basis of reports and conferences with the Deputy Director of EMA. The position involves 24-hour availability by phone/email/radio/pager.
  • Assists the process of creating and maintaining a library of current comprehensive emergency and facility plans (i.e., Emergency Operations and All-Hazards plans).
  • Interacts with government officials, public and private organizations, critical infrastructure partners, emergency service organizations, utilities, media, and the public to coordinate activities related to the emergency management program.
  • Promotes hazard mitigation opportunities and, in cooperation with the Mitigation Advisory Council (MAC), supports the commissioning of such projects, and assists in maintaining the County Hazard Mitigation Plan & Hazard Vulnerability Analysis (HVA).
  • Assists in the preparation and maintenance of Emergency Action Plans (EAPs) and Evacuation Plans for the identified dams in Tioga County.
  • Coordinates all County departments and outside agencies involved in the protection, prevention, & mitigation of, response to, and recovery from all-hazards Countywide or multi-municipal special events, emergency incidents, and disasters.
  • Provides technical, logistical, and physical assistance at special events or emergency incidents as requested by the incident commander or municipal representative, (see EMA Response) or as necessary to support the involvement of local, County, regional, state, or federal agencies.
  • Coordinates the collection of all private and public disaster damage assessment information within the County for transmission to PEMA.
  • Supervises the Emergency Operations Center (EOC), including its paid and volunteer staff, which supports the County during disasters.
  • Supervises and directs the Tioga County Fire/Rescue, and Emergency Medical Services training program.
  • Assists in the implementation of Homeland Security, Hazardous Materials, and State Emergency Management grant programs, including the Annual Statement of Work

(ASOW) assigned each fiscal year by the Pennsylvania Emergency Management Agency (PEMA), in accordance with PL 1332.

  • Coordinates and manages the Tioga County Hazardous Materials Local Emergency Planning Committee (LEPC) and its associated funding in accordance with Pennsylvania Act 165 and federal legislation.
  • Actively participates in the North Central Task Force (NCTF).
  • Other duties as assigned.
  • Graduation from a four-year college (or higher) with major coursework in Law Enforcement/Criminal Justice, Fire Science, Emergency Management, or a related field.
  • Thorough (3 years or more) experience in the supervision and management of 24-hour operations including Emergency Management, Emergency Medical Services (EMS), Fire/Rescue, or a directly related field (i.e., nursing, public health, business continuity, etc.).
  • Thorough knowledge of County policy, ordinances, state and federal laws and regulations relating to the operation of the Emergency Management Agency and Emergency Services

Department.

  • Thorough knowledge of the principles, practices, and procedures of Emergency Management, Emergency Communications, grants/budgeting, training & education, and

personnel administration.

  • Thorough knowledge of the principles, practices, and procedures of emergency response agencies (i.e., Emergency Medical Services (EMS), Fire/Rescue, & Law Enforcement)

organization, administration, and management.

  • Maintain knowledge and expertise necessary to manage hazardous incidents, including a thorough understanding of safety precautions that must be taken to protect emergency

responders and the general public from Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) hazards.

  • Maintain knowledge of Federal and State disaster assistance programs and policies.
  • Ability to express ideas clearly.
  • Ability to plan, implement, direct, and maintain department operations and activities including employee training and development.
  • Ability to establish and maintain effective working relationships with civic and official groups, and the public, as well as to command and hold the respect and discipline of

subordinates.

  • Ability to respond to and coordinate emergency and disaster situations 24 hours a day.
  • Competent in the use of basic office equipment and computer programs including Microsoft Word, Excel, and PowerPoint

The Emergency Management Coordinator (EMC) acts as a representative/liaison of the Department of Emergency Services/Tioga County to the following organizations/functions under the direction of the Deputy Director of EMA or the Director of Emergency Services:

  • Department of Emergency Services Staff meetings
  • Critical Incident Stress Management (CISM) Team
  • EMT/First Responder and Department of Health Rescue programs (as deemed necessary by the LTS Regional EMS Contract)
  • Local Emergency Management Coordinators (LEMCs)
  • Lycoming/Tioga/Sullivan (LTS) Regional Emergency Medical Services (EMS) Advisory Committee
  • Mitigation Advisory Council (MAC)
  • North Central Task Force (NCTF)
  • Pennsylvania Emergency Management Agency (PEMA) Central Area Office (CAO) In- Service Trainings (ISTs)
  • Tioga County Animal Response Team (TCART)
  • Tioga County Auxiliary Communications Service (TCACS)
  • Tioga County Emergency Medical Services (TCEMS) Council
  • Tioga County Emergency Responder Instructors' Association (TCERIA)
  • Tioga County Firemen's Association (TCFA)
  • Tioga County Fire Police Association (TCFPA)
  • Tioga County Law Enforcement Association (TCLEA)
  • Tioga County Local Emergency Planning Committee (LEPC)
  • Tioga County Partnership for Community Health (TCPCH)
  • Various EMS & Fire/Rescue training programs conducted throughout Tioga County as necessary
  • Successful completion of a standard public safety background check
  • Valid Driver's License
  • Certifications in the following:

o FEMA IS-100, IS-200, IS-700, IS-800, ICS-300, ICS-400, IS-120c, IS-230e, IS- 235c, IS-240c, IS-241c, IS-242c, IS-244b

o PEMA Professional Level Emergency Management (within 3 years of employment)

o Hazmat Operations Level (within 1 year of employment)

o First Aid/CPR

  • Recommended:

o Command & Control of Incident Operations Course Completion Certificate

o Firefighter I (I FSAC/ProBoard) or equivalent

o PA-DOH Emergency Medical Technician (EMT) or equivalent

Office environment with potential for occasional on-scene deployment.

The position requires regular travel to other counties in the 7-county North Central Task Force (NCTF). A county vehicle is provided for travel to these engagements.
