Position Overview
Tonix is looking for a full-time detail-oriented Manager, Human Resources to oversee end-to-end HR operations within our biotechnology/pharmaceutical organization. The role focuses on developing and maintaining efficient HR processes while ensuring compliance with industry regulations and promoting operational excellence. This position will report directly to the Director, Human Resources and will be based in our corporate headquarters in Chatham, NJ.
Essential Duties
HR Operations Management
- Manage the full employee lifecycle from offer letter generation through exit procedures, ensuring compliance with GMP documentation requirements.
- Oversee HRIS data integrity, reporting, and analytics to support data-driven decision-making.
- Develop and maintain standard HR operating procedures (SOPs) aligned with quality management systems.
- Conduct regular audits of HR processes and documentation to ensure compliance with regulatory requirements.
- Manage relationships with HR vendors, HRIS providers, and benefit administrators.
Payroll & Benefits Administration
- Administer comprehensive benefits programs including health insurance, retirement plans, and industry-specific benefits
- Oversee leave administration including FMLA, disability, and company-specific leave programs
- Maintain accurate records of all benefits transactions
- Process and validate payroll for all employees
- Monitor time and attendance systems
Employee Data & Compliance Management
- Maintain complete and accurate employee files in accordance with GxP requirements
- Ensure proper documentation of employee qualifications, training records, and certifications
- Manage HR compliance calendar including license renewals, required training updates, and regulatory filings
- Generate and analyze HR metrics reports for leadership review
Training & Development Administration
- Manage Learning Management System (LMS) including course assignments and completion tracking
- Track and document completion of required certifications and continuing education
- Generate training completion reports for audit purposes
Necessary Skills and Abilities
- Good understanding of FLSA regulations
- Knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes
- Knowledge of 401k calculations as well as IRS regulations preferred
- Excellent interpersonal, negotiation, and conflict resolution skills
- Strong analytical and problem-solving skills
- Ability to act with integrity, professionalism, and confidentiality
- Thorough knowledge of employment-related laws and regulations, international employment-related knowledge a plus
- Excellent written and verbal communication skills are essential
- Comfortable working independently with minimal supervision
- Highly organized, results driven, problem solver, and collaborator
Educational and Experience Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field
- 7 years of progressive HR experience with 5 years focused on HR operations and Management
- Demonstrated experience managing HR functions in a GMP environment
- Strong HRIS system expertise and experience with HR analytics

Compensation & Benefits
Annualized base salary ranges from $90,000 to $135,000 plus target incentive; actual salaries will vary and may be above or below this range commensurate with several factors including experience, education, training, location, and merit.
