Financial Controller
Tope is seeking a Financial Controller to oversee and implement the company’s financial and Government financial compliance programs. The selected applicant will implement and improve Tope’s financial accounting, audits, timekeeping, and compliance in accordance with the Federal Acquisition Regulation (FAR) and Defense Contractor Audit Agency (DCAA) rules, regulations, and policies. This position will include the following duties and responsibilities:
· Review and ensure accurate posting to the general ledger for all accounting transactions, e.g., invoices, cash receipts, accounts payable vouchers, disbursements, and journal entries.
· Develop and implement financial policies and procedures to enhance internal controls.
· Prepare financial statements, budget forecasts, and variance analyses for management review.
· Manage the payroll process, including processing payroll, verifying payroll data, and ensuring accurate and timely payment of employees. Ensure compliance with federal and state regulations related to payroll, including tax withholding, benefits, and payroll deductions.
· Ensure compliance with government regulations, including Federal Acquisition Regulation (FAR) and Defense Contract Audit Agency (DCAA) requirements.
· Manage internal, independent and Government financial audit processes and liaise with external auditors, ensuring smooth and successful audits.
· Lead the preparation of incurred cost submissions and other required government reports.
· Responsible for positive pay activities, processing stop payments, and check voids.
· Prepares reports as requested by management.
· Oversee all aspects of financial management, accounting, and reporting for the company and government contracting projects.
Position requires a bachelor’s degree in finance, accounting, or related field and at 5 years of relevant accounting experience, 3 years of Government contract accounting, and 5-7 years of experience with:
· Accrual basis and cost accounting
· QuickBooks Pro, DCAA compliant timekeeping systems, Outlook, Excel, Word, and Acrobat Pro
· Reviewing payrolls and filing the related payroll tax returns
· Solid communication, organizational and client service skills
· Attention to detail, ability to multi-task and prioritize
Other skills desired:
· eFAACT online timekeeping system
· Automated general ledger accounting system (QuickBooks or similar)
· Ability to calculate indirect rates and prepare incurred costs (ICE Reports)
· Solid knowledge of FAR/CAS and the federal procurement process for FFP, Cost and T&M contracts
· Willingness to learn new applications and share knowledge with other staff
