Job Description

Torch Technologies is seeking a Foreign Military Sales (FMS) Analyst to support the Army Aviation Project Office supporting the Mission Systems Architecture (MSA) development efforts. The FMS Analyst will develop program plans, schedules, reports, and briefings while maintaining compliance with Army regulations and acquisition policies.

Responsibilities

• Serve as a Foreign Military Sales (FMS) Analyst supporting the T700/T55 Product Office.
• Interface with the T700/T55 Product Lead and Deputy Product Lead to manage FMS program operations, ensuring effective planning, integration, and coordination across various divisions.
• Develop program plans, schedules, reports, briefings, and statements of work.
• Maintain accurate records of important meetings and schedules for implementing T700/T55 FMS strategies.
• Develop, route, and implement FMS Price and Availability (P&A), Letters of Recommendation (LoR), and other FMS case documentation.
• Write technical assistance case notes and establish methodologies for P&A, covering hardware, publications, contractor field service representatives, engine training, and technical assistance case lines.
• Serve as a resource for resolution of unique or complex problems.
• Prepare and present briefings to officials/groups within the Project/Product Office and APEO-International.
• Analyze and integrate FMS program data, assess project status, and determine the execution of long-range plans.
• Review and make recommendations on newly requested FMS cases and LORs for technical support, engine hardware, and service purchases across three aircraft platforms.
• Prepare leadership memos for FMS requests and coordinate their release to SAMD Country Managers.
• Ensure FMS case notes are up to date and align with ATE PM requirements and FMS customer needs.
• Coordinate T700 engine training requirements with OEMs and SAMD to support FMS customers effectively.

Job Requirements

• Bachelors Degree and 10 years of relevant experience, OR Masters Degree and 12 years of relevant experience.
• Comprehensive knowledge of Army regulations, acquisition policies, program goals, and interdepartmental processes within ASA (ALT) and the Department of the Army.
• Experience collaborating with senior-level managers, functional leads, and analysts as part of a team.
• Ability to manage multiple projects simultaneously and collaborate effectively with diverse teams.
• Skilled in interpersonal and intergovernmental communications.
• Proficiency in developing executive-level briefings and documentation.
• Strong leadership and team management skills, including conflict resolution.
• Advanced proficiency in Microsoft 365 (Outlook, Teams, OneNote, Planner, PowerPoint, Excel).
• Outstanding written and verbal communication skills.
• Exceptional analytical and problem-solving abilities.
• Excellent organizational skills with attention to detail.
• Previous experience working with DoD organizations and industry partners.
• Strong background in Foreign Military Sales.
• A current DoD Secret security clearance is required.
