Job Summary
This position would be in our new Hanover, Md. location. Reporting to the Director of Clinical Operations, the Clinical Site Director is responsible for providing leadership, oversight and guidance for the efficient, day-to-day operations of one or more health centers. Additional responsibilities include but are not limited to planning, directing, implementing, evaluating and controlling clinical activities as well as creating a welcoming environment that is responsive to the needs of THC’s patients, communities and other stakeholders.
Contacts and interactions vary and may involve multiple constituencies such as direct interaction with THC’s executive management, community organizers, the general public, THC’s patients, physicians, colleagues, assigned staff, vendors, contractors and consultants for the purpose of providing and exchanging information.
Example of Essential Job Functions
- Provides leadership, oversight and guidance for assigned health centers and staff to ensure managing patient flow, systems and processes.
- Develop and implement processes and procedures to support the Patient Centered Medical Home (PCMH) requirements.
- Monitor adherence to quality assurance surveillance programs, analyze and develop action plans for Process Improvement as indicated.
- Select and implement performance improvement initiatives based on TCH quality plan and also on analysis of needs of the clinic, manage performance improvement actions and outcomes within a collaborative framework. Provide leadership, oversight, and direction to all clinical areas to ensure their operations are aligned with THC’s mission, vision, values, strategic goals, initiatives and objectives.
- Collect, analyze and report data to assess center operations, as required.
- Responsible for fiscal management and control for corporate resources at the site level; plan and manage department’s budget including the monitoring and allocation of expenses.
- Monitor and control health center expenditures; review and approve medical surgical supply orders and maintain supply inventory; verify and reconcile expenditure of budgeted funds; prepare financial reports reflecting status of programs and activities.
- Assure that operations policies and procedures are practiced, up to date and reviewed annually.
- Ensuring that daily checklists for departments of responsibility are completed; and emergency equipment and supplies are available.
- Assure that staff is competent and meet all ongoing requirements.
- Assess and respond to staff needs which are necessary for efficient and effective completion of tasks.
- Work collaboratively with providers to ensure the clinic is efficient and meets customer’s needs.
- Proficient use of EMR.
- Review of clinic schedules.
- Promote patient advocacy among all staff.
- Communicate and collaborate with other departments to assure the needs of site are addressed.
- Submit reports as required and use reports to monitor outcomes, take appropriate improvement and follow up actions.
- Demonstrate and support service excellence 100% of the time; maintain high level of customer satisfaction as reflected on patient satisfaction surveys and other measurement tools.
- Maintain and keep abreast of all regulatory, accreditation and compliance programs, policies and laws.
- Directs the clinical staff to meet or exceed target performance indicators.
- Provide leadership, oversight and guidance for recruitment, hire and job/department orientation.
- Manage performance of employees in collaboration with HR and director including but not limited to counsel and termination.
- Identify, develop and recommend professional development needs and opportunities and coordinate/conduct training.
- Conduct performance evaluations, formal and informal coaching and recommend disciplinary action.
- Establish, implement, communicate, and maintain departmental vision through assessment, goal-setting, annual and strategic planning in support of THC’s mission, vision, values, as well as strategic goals and objectives.
- Maintain effective and cooperative working relationships with community health resources and agencies to ensure quality, responsive, and efficient service.
- Provide direction and coordination in the formulation, interpretation and administration of current and long range policies, procedures and programs.
- Ensure compliance with THC’s policies and procedures.
- Establish and maintain effective working relationships with providers, administration and assigned staff.
- Establish and maintain linkages with other community health and health related providers to better coordinate and facilitate the delivery of services to community residents.
- Develop working relationships with community groups and attend community meetings to promote THC/department’s health programs and services.
- Represent respective health centers at meetings, conferences and other related activities.
- Implement procedures for attaining and/or exceeding productivity standards and goals.
- Maintain a clean, neat, and functional facility.
- Assure that all equipment is maintained or replaced as needed.
- Assure that site has the necessary equipment and competencies for the delivery of quality health care services.
- Provide direct patient care, if licensed.

Minimum Education, Training & Experience Required
Bachelor’s degree from an accredited college/university in Nursing, Masters preferred. Associates degree from an accredited college/university with previous management experience may be considered. Three to five years of progressively responsible management experience preferably at an FQHC, ambulatory care, health-center or similar environment, and the ability to perform the essential functions of the job.

Knowledge of FQHC operations, operating principles, guidelines and bylaws. Excellent leadership, customer service, organizational and presentation skills as well as the ability to effectively communicate THC’s vision, and motivate others to achieve it organizationally, departmentally, and personally/professionally. Ability to communicate effectively (verbally and in writing). Ability to plan and organize work initiatives to successfully accomplish center/organizational goals and objectives. Ability to multi-task, prioritize and delegate as appropriate. Strong analytical, problem solving and interpersonal skills. Ability to identify, develop and implement short/long-term strategic goals and objectives. Ability to develop and maintain customer relationships; influence, build credibility and trust. Ability to think critically as well as apply critical thinking skills. Ability to: ensure and advocate for quality healthcare and services; and, lead and manage a diverse staff.
Licenses and Certifications
Current Registered Nurse licensure in the state of MD
Physical Demands
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.
Ability to effectively use and operate various items of office related equipment, such as, but not limited to: personal computer, calculator, copier, and fax machine.
Ability to lift, carry, push or pull heavy objects in excess of 75lbs as well as squat, walk, climb, bend, crouch, stoop, kneel, stand, grasp, reach, pull and repetitive motions.
