Toth and Associates, Inc. (TOTH) is currently seeking a qualified construction observer to add to our growing Civil team.
The Construction Observer will oversee the construction of heavy civil construction projects. Coordination of construction staking will also be required. Responsibilities on a day-to-day basis will include documenting daily construction activities, ensuring quality of construction activities, ensuring that the engineers' field data and maps accurately reflect the realities in the field, and effectively communicate field matters back to the remote engineer. Additionally, the observer will be a part of keeping good client relations and maintaining good relations with the contractor's personnel. Industry knowledge of construction techniques and practices are required including concrete testing requirements, compaction requirements and other practices that are a part of standard construction but may not be included in the plans and specifications.

Duties and Responsibilities:
- Observe outdoor construction of heavy civil construction projects.
- Document all pertinent details as to specifications designed by engineer.
- Effectively communicate discrepancies in drawings and plans to the on-site contractor.
- Effectively communicate discrepancies in drawings and plans to the off-site engineer.
- Work through contractors billing processes and unit verifications.
- Work closely with contractors and engineers to resolve any issues or discrepancies.
- Accounting and reconciliation of materials issued and returned.
- Identify improper construction practices and properly report.
- Make certain all details of the final product meet the engineers’ design and specifications.
Physical Requirements:
- Able to stand on the job site with the contract personnel up to 7 days/week and 10 hours/day during all weather conditions, except those that stop construction.
- Walk up to a half mile round-trip to access the job site is required.
- Able to regularly lift and carry up to 40 pounds.
- Visual acuity to determine the accuracy, neatness, and thoroughness of the completed contract work.
- Travel up to 100%, usually in periods of a minimum of 3 weeks.
Qualifications
- 1-2 years of experience in the construction field.
- Valid driver's license with clean driving record is required.
- Ability to read and understand construction drawings and prints.
- Self-motivated and driven to complete work with minimal supervision.
- Initiative to look for new challenges and opportunities.
- Personable to a wide variety of individuals from client to contractor to engineering staff.
- Organized and detail-oriented.
- Ability to learn quickly from reading and oral instructions.
- Proficient math skills.
- Proficient with Microsoft Office (Excel, Word, Outlook).
