Position Overview :
The Town of Avon, Colorado, is accepting applications for a Town Engineer
The Town Engineer oversees and directs the work of Senior Engineers, Construction Manager, GIS Administrator and Asset Manager. Works collaboratively with other Department Directors and primarily with the Public Works Director on the implementation of many capital projects.

Essential Functions :
- Operational Management : Oversees the Engineering Department, delegates projects and workload amongst the employees in the Engineering Department, provides training and guidance and adopts protocols to promote a high-quality level of customer service and consistent professional services.
- Capital Projects : Oversees and implements the Town of Avon capital improvements plan, including supervising development of plans, specifications, conducting public bid processes and requests for proposals, preparing and administering contract documents, overseeing construction of projects, and overseeing inspections of capital improvements projects for compliance with engineering aspects of subdivision regulations, Town construction standards, and best engineering practices.
- Development Review : Oversees and monitors review of proposed site development plans and field review of site development, including subdivision sketch, preliminary, final plans, plats, and construction of public improvements for conformance with established criteria, Avon municipal code standards and criteria, contract documents, and agreements. Facilitates coordination across Departments and Divisions to incorporate best design to reduce maintenance and operation expenses and improve the overall efficiency of providing public services.
- Financial & Budget Oversight : Responsible for preparation and oversight of the Departments program budget, five-year capital project budgets, and water fund budget. Provides advice on sustainability projects that involve other funds and on Community Housing projects.
- Strategic Planning : Evaluates long and short-term capital needs to formulate long range objectives and capital improvements action plan to meet future needs of the community; aligns strategic financial planning and budgeting with capital projects long rang plan; facilitates collaboration and coordination across Departments to incorporate best engineering design into capital projects and public services.
- Infrastructure & Asset Management : Oversees the management of the streets, drainage, ditches and irrigation portions of the Towns Asset Plan, including but not limited to assessing current conditions and useful life, projecting replacement and rehabilitation costs, and providing recommendations on cost-effective preventive maintenance and other strategies to reduce overall costs.
- Contract Management : Oversees and administers consultant contracts, including preparing requests for proposals, reviewing and interviewing respondents, negotiating scope of work and contract terms, and overseeing contract performance in conformance with Towns Financial and Procurement Policies and other related guidance.
- Leadership : Attends Department Director meetings, attends Council meetings, attends Leadership Team meetings, promotes and nurtures a positive workplace and culture of teamwork, innovation and leadership for all employees within the Engineering Department, leads by example, and regularly suggests areas for improvement for the functions and performance of the Engineering Department.
- Personnel Management : Hires, supervises, directs, and provides leadership for Staff within the Engineering Department, assesses and implements best personnel management practices, conducts routine performance reviews of Staff and provides feedback, determines appropriate training and leadership development, promotes Town of Avons workplace culture, follows Avon Employee Policies, and coordinates with Human Resources when appropriate.
- Construction Oversight : Monitor and implement innovation in construction techniques for infrastructure and buildings, including networking with peers in the industry to employ state-of-art practices in project bidding, procuring, and construction.
- Policy Development : Identifies, recommends, and prepares updates to Avon Municipal Code and other town policy documents, Comprehensive Plan and Transportation Plans, in order to implement best practices.
- Waters Rights Management : Oversees and administers the Towns water rights portfolio and agreements with water providers to the Town, oversee financial planning and budget management for the Towns water fund, and the Towns water system infrastructure, researches and prepares information related to water rights, water usage, water conservation and water infrastructure.
- Permits : Oversees the Towns public right-of-way permits.
- Other Programs (Flood and Transportation) : Administers FEMA National Flood Insurance Program and local floodplain regulations and collaborates with the Colorado Department of Transportation (CDOT) and Federal Highway Administration (FHWA) on transportation projects.
- Grant Administration : Actively identifies grant opportunities, prepares and submits grant applications and administers grant awards in coordination with other Departments and Finance Division.
- Customer Service : Achieves a high level of customer service for all operations, including both internal and general public customers.
- Certifications and Training : Maintains continuing education requirements pursuant to professional certifications and maintains sufficient education and training in all areas of responsibility.
