Job Overview
An employee in this class assists the Finance Director with the organization and direction of the financial functions for the receiving, disbursing, and accounting of revenue and expenditures for the Town. Work involves general knowledge and oversight of accounting, purchasing, payroll operations, investments, and accounting for revenue collections. The employee serves as part of the Town’s annual budget workgroup, as a primary contact for grant administration, and as the local procurement contact. The employee performs specialized professional accountant level work in the preparation and analysis of financial reports, investment of funds, and posting of revenues. Work requires significant independent judgment and initiative in accounting for the complex municipal utilities as well as the regular Town finances. Work is performed in accordance with professional standards, local ordinances, utility standards, and North Carolina General Statutes governing the responsibilities of local government fiscal operations. Work is performed under the supervision of the Finance Director and is evaluated through discussions, reports, review of journal entries, and an independent audit of financial records.
Responsibilities
- Assists with the planning and organization of the operations of the Finance Department, including the disbursement and accounting of funds, utility billing and collections, customer service, accounts payable and receivable, purchasing, fixed assets accounting, investments, grant administration.
- Assists the Finance Director in preparation of the general operating and capital improvement budgets; projects revenues and expenditures and conducts historical research on spending and trends in previous years; forecast capital and financing schedules and cost estimates.
- Assists with the general accounting system for the Town.
- Reviews and monitors ongoing revenues and expenditures and administration of budget; coordinates activities and changes with the Finance Director; prepares and submits budget amendments for recommendation, as needed.
- Assists the Finance Director and the Town’s auditors during the annual audit of The Boiling Springs Tourism Development Authority’s financial records and follows up on findings to improve financial systems.
- Assists with preparing a wide variety of monthly, quarterly, and annual reports and/or payables such as varied retirement systems, federal and state taxes, utility reports, etc., as requested by the Finance Director.
- Coordinates the purchasing process including generating; closing and verifying all information related to purchase orders, pre-audits contracts, etc.
- Assists the Utility Billing Specialist with questions and payment and penalty issues; assists with answering customer inquiries and resolving customer complaints or concerns.
- Prepares grant reports, documentation, etc. to ensure compliance with Federal, State, Local, and grantor guidelines.
- Advises the Finance Director on matters of procurement, procurement processes, and local government procurement regulations.
- Performs related duties as required.
Qualifications
- Thorough knowledge of North Carolina General Statutes and of local ordinances governing Considerable knowledge of North Carolina General Statutes and of local ordinances governing municipal financial practices and procedures.
- Considerable knowledge of utilities financial requirements.
- Considerable knowledge of principles and practices of public finance administration, including principles and practices of governmental accounting.
- Ability to evaluate financial systems and formulate and install accounting methods, procedures, forms, and records.
- Ability to design and prepare analytical and interpretative financial statements.
- Ability to establish and maintain effective working relationships with department heads, governmental and utilities officials, elected officials, other employees, and the public.
- Ability to communicate effectively in oral and in written forms.
- Accuracy and thoroughness in the analysis and preparation of financial records and reports.
- Bachelor's degree in Finance, Accounting, or a related field; advanced degree or professional certification (e.g., CPA) is preferred.
- Strong analytical skills with attention to detail and accuracy.
